The national deputy who represents San Juan in the Lower House, for the Together for Change bloc, Nancy Picón, made official on her social networks the project that she presented days ago to reduce imputability to 13 years of age in serious crimes. In that sense, the legislator stated that “they must be aware of the change that has occurred in society, in each of its aspects, positive and negative.”

“It is my duty as a legislator to promote reforms that are consistent with the context we go through every day, with the changes in society and the protection of the rights of all people equally, guaranteeing their exercise by the population, balancing the balance. of Justice,” added the deputy who has already submitted to Congress her project that seeks to lower the age of imputability in minors.

It should be noted that Picón had expressed that in the preparation of this project the number of crimes at the national level and the responsibility of young people at that age were taken into account. In that context, he explained that the idea is to protect minors and work with a team of professionals to determine if they understand the criminality of their actions.

“In the first half of the year, 1,109 criminal cases were initiated against 986 boys, girls and adolescents, which represents, respectively, 19.5% and 21% more than in the same period of the previous year… 9 out of 10 of the Children and adolescents whose criminal cases were initiated are men, mainly Argentine (95%) and residing in the province of Buenos Aires (58%) and the Autonomous City of Buenos Aires (41%). The average age is between 16 and 17 years (56%)… Of the crimes recorded, those against property predominate (84%), mainly different types of robberies (78%). The remaining 16% corresponds to crimes against sexual integrity (34%), against public administration (25%) and against people (9%), among others. Of this last category (16 cases), the crime of homicide was investigated in 5 (2 attempted and 3 completed),” he listed.

Regarding the latter, Picón explained that when considering reality and that this report does not cover all the provinces of the country, the percentage would be “much higher.” For this reason, it is necessary to promote reforms in legislation.

According to the project prepared by the San Juan legislator, minors between 13 and 15 years old with minor sentences, which do not exceed 2 years, will not be sentenced to custodial sentences. The objective is to target crimes whose custodial sentences are not less than 15 years, such as robberies, rapes and use of weapons. In addition, Picón also mentioned the importance of protecting minors, since they are often sent by adults.

“Knowing that this is not the only action we have to carry out, but it is the one that corresponds to me from the place that the people of San Juan entrusted to me. Together with the local government, we understand the role of the family in supporting minors,” Picón concluded.
