For various reasons this schedule has been increased. This situation occurs due to the deficit of human resources, among other things, Directive No. 32 of the Ministry of Health, recently modified, was in force, which established that substitutes in their corresponding licenses were granted to a certain percentage of the regular personnel, not Substitutes were enabled to cover the licenses of the stabilized patients, nor extraordinary substitutes, which in some hospitals is approximately 20 to 40% of the staff, and those whose licenses corresponded to them, and those licenses were not covered. So the male or female nurse who continued working had to recharge himself to make up for the missing staff, because the guards had to be covered and patient care had to be provided, 24 hours a day, 365 days a year. Then we started working more days than was established and we ended up accumulating francs, this had been happening since before the pandemic. During the pandemic, the franc debt increased exponentially, because we nurses were infected with Covid-19, we required isolation, we worked more days than established monthly, almost without breaks. This meant that in each hospital there were thousands of francs accumulated, extra days of work, that could not be returned.”

Sanabria explained that it was a proposal made by the union to the Minister of Health from the first day of his administration, to resolve what they consider a debt with the health workers, in particular with the nurses of the province, since “they do not They could be returned and they were not paid either,” despite the fact that they are aspects contemplated in Law No. 10,930. The professional highlighted that it is an issue addressed in the health sector joint meeting. She explained: “We demanded answers from the Ministry of Health and in the last joint meeting they informed us that the payment was going to be made. We do not know specifications of the amount per franc.”

He highlighted: “Nursing has to work 24 hours a day, 365 days a year, and must guarantee care.” He also explained that if at the end of his shift he does not have relief, he must be overloaded on several occasions, and that also produces an accumulation of hours that are not paid and it is difficult to return them.

“The fact that Directive No. 32 has been modified and the payment of francs is a great advance, because it was unthinkable to return the francs accumulated during these years. That at this time the government recognized the payment of the francs was an outstanding debt. “We will have to analyze the specifications in the sectoral joint venture that we are carrying out.”he stressed.

Finally, the graduate stated: “The Nursing Law has been regulated for more than a year, it was in March 2023, although there is progress, it would be interesting to continue working on all the other issues that are specified in the law and are not applied. , such as payment for hierarchical functions, additional for transfer and others that are being requested.”
