Yenisley Ortíz, Vice Minister of Finance and Prices (MFP), stressed the importance of the resolution of that organization that accompanies Decree-Law 80 “On the special Social Security regime for the agricultural and forestry sector”, published on Thursday in the Ordinary Official Gazette number 49.

It is Resolution 32 of 2024 and updates the procedures for the contribution of the Special Contribution to Social Security of the usufructuaries of land and the cooperatives associated with the Basic Units of Cooperative Production (UBPC), in correspondence with what is established in the new regulations, which will come into force 180 days after being issued, the official explained to the Cuban News Agency.

Ortíz and Martha Elena Monlongo, director of Income Policy at the MFP, highlighted that the objective of the Decree-Law is to establish a special social security regime for agricultural and forestry producers, which is unique, contributory in nature and covers in a coherent and uniform the typicalities recognized by the general social security regime in force in the country.

Its access (and benefits) is expanded to members of Agricultural Production Cooperatives, to cooperative members of UBPCs and Credit and Service Cooperatives, to landowners associated or not with the latter, and to family members who permanently work with they.

Coverage also extends to agricultural producers who do not own land, to workers hired for temporary work or permanent workers directly linked to agricultural production, and to the manager of such workforces.

The sources specified that once these people have joined the aforementioned Special Regime, they will be registered ex officio in the Taxpayer Registry of the National Tax Administration Office through the digital procedures that the ONAT establishes with the National Social Security Registry, which works in the municipal Labor directorates.

They explained that the members themselves will assume the financing of the Special Regime and in this sense the agricultural producer contributes 5% of the contribution base selected by him, using the country’s salary scale and rates as a reference.

Virginia Marlene García, general director of the National Social Security Institute of the Ministry of Labor and Social Security, told ACN that with the new Decree-Law the country reaches 100% risk coverage in terms of social security protection. .

The aforementioned ministries and that of Agriculture, the Cuban Workers’ Union and its Agricultural, Forestry and Tobacco and Sugar unions participated in its conception, as well as the National Association of Small Farmers and the Azcuba Sugar Group.

During the 180 days until the regulations come into force, communication or orientation actions will be carried out towards those who are contemplated in it, where to go and the procedures that must be done, with information available on the platforms of the organizations involved.
