The former Minister of Economy, Gabriela Dufour, addressed this Wednesday some of the central points of the Bases Law project being discussed in the Chamber of Senators, such as the so-called “RIGI” and the possible return of the 4th category of the Income Tax.

Firstly, the former official referred to the Large Investment Incentive Regime (RIGI) proposed by the project sent to Congress by the national government and pointed out that although “an attempt is made to get large foreign companies to come and make investments”, these “are on natural resources -and- are detrimental to local industry”.

In dialogue with INVENCIBLES, hosted by Rodrigo Mansilla on FM EL CHUBUT; He stated that although “a regime must be created” to promote investments, because the current ones “most of them that are in force are from the ’90s and the world has changed.”

It was along these lines that he put for example that “there is a regime that gave results, it is Vaca Muerta”, so he proposed “why not take it as a regime to do it.”

“We recognize that we must modernize investments or promote them,” he insisted and raised the issue of “generating value chains,” which “is a fight we have been fighting for a long time in Chubut.”

INCOME TAX AND DISPUTES BETWEEN NORTH AND SOUTH

Regarding the reintroduction of the Income Tax (the return of the 4th category), the former Minister of Economy warned of the damage to the Patagonian provinces and the imbalance that would be generated with the northern provinces.

“They put the northern provinces, which are the ones that benefit the most, in line with the Patagonian provinces, which are the ones that pay the most taxes and receive the least from the co-participation,” he stated.

Dufour mentioned this when reviewing that this tax is shared, which “creates an imbalance.”

“Those who pay the most are the workers of Patagonia because they have better salaries and those who receive the largest amount are the northern provinces, which have a higher rate of co-participation,” he insisted.

It was in response to this that he ruled that “the senators who are thinking of accompanying have to think about whether they are not harming the Patagonian people and the people of Chubut.”
