Contrary to what some may think, blackouts do not constitute, in themselves, a form of saving electrical energy, since they only displace and concentrate activities that require current for the time in which the service arrives at the networks, so So people take advantage of that moment to turn on high-consuming equipment, such as electric stoves, irons and air conditioners, among others.

That is why, even in the midst of the current energy crisis that the country is going through, the call to be rational in the use we give to the available energy, and to extreme the implementation of saving measures in all sectors and actors of the economy, it is more necessary than ever before.

Andrés Pino Pérez, coordinator of programs and objectives of the provincial government in Ciego de Ávila, explained to Invasor that the province has always implemented actions to reduce electricity consumption, which were intensified starting in September 2023, in compliance of Instruction 3/2023 of the Prime Minister of the Republic of Cuba, Manuel Marrero Cruz, to face the energy contingency.

At the end of June 10, the territory falls within the assigned plan, which is 66,082 megawatt per hour (MW/h) for the month, which represents a daily consumption plan of 2,220 MW/h.

In the first 10 days of June, he explained, the accumulated plan was 21,556 MW/h and 20,292 were consumed, for a saving of 1,264 MW/h; Meanwhile, what was planned for midday demand was also met, when, from a plan of 105 MWh, only 90 MW/h was reached; and, at the night peak, from a plan of 112 MW/h, the actual one was only 101 MW/h.

However, given the worsening of the situation and the need to reduce demand to the National Electric System (SEN), other measures were recently directed by the Council of Ministers to increase actions and, correspondingly, Indication 7 of the governor was made. , and an Informative Note from the first secretary of the Communist Party of Cuba in the province, to implement them in the state sector, said Pino Pérez.

With the purpose of achieving better organization and more rational use of the equipment, the plans have been divided into three types of clients: state, non-residential private, and residential private.

Today the territory has 7,146 state clients, which represent 42.6 percent of the province’s energy consumption, while the number of non-residential private clients amounts to 4,081 for 5.17 percent of expenditure. Private residential customers – 164,438 – in total represent 52.2 percent of the electricity consumed in the territory.

The coordinator of programs and objectives of the Avilanian Government pointed out that each client and entity in the state sector must have a defined monthly consumption plan at the beginning of the month, and stick to it so as not to overdraw; That is, it must implement planning for each meter and service it provides, and establish daily self-reading in order to maintain control of consumption and adopt self-regulation measures in time.

In turn, each municipality must have identified those basic services that cannot be stopped during peak times of greatest demand, such as hospitals, industrial processes and food production, to know which ones can be stopped during times from 11:00 am to 1:00 am: 00 pm, and from 6:00 to 10:00 at night.

Another indication, he said, has been to stop, starting this month, on Fridays, Saturdays and Sundays, all activity in the administrative sector, from 7:00 am to 9:00 pm, to help lower the electricity and fuel consumption, and reduce the effects on the population.

The orientation, he specified, also calls for increasing the modalities of remote work, teleworking and change of work, which allow reducing demand in workplaces and carrying out activities that do not require electricity consumption, such as supporting food production. and sanitation tasks, among others.

Likewise, climate equipment will not be used at any time in the state sector, except in activities that require a low temperature, such as certain technologies in hospitals or industries, and servers in companies, which are authorized only during the hours in which that process is running.

Responsibility of all and rigor in the face of crime

Pino Pérez recalled that the director of each entity is the main person responsible for complying with the measures, with the support of political and mass organizations, while non-state forms of management must also adhere to the plan they have in each of their businesses. , which was established taking into account the average consumption of the first six months of the previous year.

Today the territory adopts actions to prevent and confront electrical fraud, a criminal modality that threatens the national economy and seeks to circumvent the laws of the State. Commercial inspectors and a team from the Electric Company carry out systematic visits to non-residential customers, fundamentally, to review the state of the metering equipment (meters) and verify if the energy consumption corresponds to the type of services provided and with the sworn declaration of the National Tax Administration Office.

During the month of May, 32 frauds were detected in the province, and 10 in the first week of June, which indicates that although some try to be clever, control closes gaps to waste and illegality.
