A guarantee control judge issued an intramural security measure against alias ‘Chorro de Humo’, who is linked to other criminal proceedings as the alleged perpetrator of several homicides in the Campanario neighborhood, in Popayán, Cauca.

The Prosecutor’s Office indicated that this man, identified as Andrés Felipe Montaño Gilón, is an alleged member of the dissidents of the FARC ‘Carlos Patiño’.
Montaño Gilón would be responsible for the crime of a woman in Mercaderes, in Cauca on April 4, when he shot the victim who died in a care center as a result of her injuries.
The capture was carried out by officials of the Technical Investigation Corps (CTI) and uniformed members of the Sijin of the National Police.
A prosecutor from the Cauca Life Unit charged Montaño Gilón with the crimes of homicide and manufacturing, trafficking and carrying of firearms, accessories, parts and ammunition. The accused did not accept the charges.

In other events, authorities confirmed the death of Deyby Yaír Bueno Villano, who died at the hands of armed men on June 10, in an establishment public in the El Palo village, in Caloto.
The young man, 23 years old, was a recognized indigenous leader, a community member of the Guabito village and part of the Nasa territory of López Adentro. He had integrated the indigenous authorities in 2023.
The body was evacuated from the area and entered into the morgue facilities, where Sijín personnel were in charge of carrying out the technical inspection. Once the legal procedures were completed, experts in forensic sciences carried out the autopsy where they managed to establish that the citizen had been killed by three gunshot wounds.
The other victim is William Ramírez, murdered on June 13, in Silvia, “in circumstances that are unknown until now.”
Ramírez was a recognized peasant leader in his municipality, he was also a member of the Community Action Board of the Santa Lucía village and an active member of the Peasant Association of Santa Lucía (TORCASSA PP) and the Popular Unity Process of the Colombian Southwest (PUPSOC).
“The Ombudsman’s Office has issued early warning 024/23 for Silvia and early warning 019/23 for leaders and human rights defenders. in which it points out the risk scenario faced by people who are dedicated to the defense of human rights and social leadership individually or collectively from various areas or sectors in the country.
