As it is a contest of merit, the Council must choose as representative the lawyer who obtains the most points within the 1,000 possible. The knowledge test, with 600 possible points, is the one with the greatest value, and the former provincial attorney, Dina Margarita Zabaletawith 468 points, was the best qualified.
She was also the best qualified in the interview with the councilors. Out of 50 possible points she obtained 46.35, surpassing Luz Angela Moreno (31.35) and José Laureano Montaña (24.7).
