They analyze Advanced Framework Agreement between Chile and the European Union

The Foreign Relations Commission (RR.EE) received the undersecretary of the portfolio, Gloria de la Fuente. This with the objective of continuing the analysis of the Advanced Framework Agreement (AMA) between Chile and the European Union (EU). This time, considering the political pillar of the norm.

It should be noted that the agreement was signed on December 13, 2023. Its objective is to promote a lasting partnership between the parties, reinforcing economic resilience and helping to address current global challenges. The draft agreement that approves this treaty entered the Chamber for processing on May 28, 2024 (bulletin 16862).

The undersecretary highlighted that the EU is a strategic partner and that 20 years after the signing of the first agreement it was necessary to update it. It maintains the objective of working for peace, justice and international security. As well as, the strengthening of human rights, gender equality and the empowerment of women, among other matters.

In addition, he recalled that the EU is one of Chile’s main trading partners, with an annual expansion of 4.5%. Here the agricultural, aquaculture and wine sectors stand out. It is also the third largest destination market for export companies led by Chilean women.

AMA Chile – European Union

In political terms, the undersecretary highlighted new matters that are incorporated into the AMA with the EU. For example, new commitments for trade and sustainability around international and cyberspace security, climate change. Also in ocean governance, corporate social responsibility and labor rights, among others.

Along with this, he highlighted that it is the first time that the EU incorporates a chapter on gender and trade, promoting and encouraging equality. In addition, it addresses money laundering, terrorist financing and the safe use of technological developments.

For his part, Quentin Weiler, Chargé d’Affaires of the European Union in Chile, shared the background provided by the undersecretary. Along with this, he added the elements that are contemplated in terms of green, fair and inclusive energy transition. Likewise, advance in the reduction of antibiotics in farms and aquaculture. He highlighted that this agreement is a “conscious choice to join forces” that will allow “building a better future together.”

Asked about the advance of political forces with different views of the value of democracy and climate change in the European Parliament, Weiler pointed out that there is still a majority position that shares values ​​such as human rights and peace. Furthermore, they have had a very clear speech to denounce the invasion in Ukraine and the situation in Gaza.

Faced with this debate, the president of the commission, deputy Vlado Mirosevic, pointed out that the body will open a space for public hearings. This is to receive representatives of civil society and unions who want to give their opinion regarding the AMA.

Treaty for Peace and Friendship Argentina – Chile

The Chilean ambassador to Argentina, José Antonio Viera-Gallo, also participated in the session. Its objective was to tell the deputies about the actions that are intended to be carried out for the commemoration of the 40 years of the Treaty of Peace and Friendship between Chile and Argentina.

The ambassador pointed out that the idea is for the powers of the State, civil society, universities and sports clubs, among others, to join in. Thus, he announced that the government is considering holding a meeting on November 29 in the Beagle Channel. A commemorative event is also planned in Rome, led by foreign ministers. from both countries and activities in the consulates.

In this area, he pointed out that it is necessary to develop a mixed parliamentary commission to define the activities that will be carried out by the National Congress.

Ambassador to Spain

Finally, the body approved by 6 votes in favor and 3 against, sending a letter to the Foreign Ministry with the aim of expressing its concern about the statements of the Chilean ambassador to Spain, Javier Velasco. This after pointing out that, due to differences with Israel over the conflict in Gaza, Chile could look to Spain for a new partner in the defense sector.

The proposal for this claim was made by deputy Alberto Undurraga (DC), who described the ambassador’s words as “discriminations.” For his part, deputy Cristián Labbé (UDI) requested that the report that the ambassador sent to the Ministry of Foreign Affairs be sent to the commission. Put to a vote, this request was approved by 5 votes in favor, 3 against and 1 abstention.
