Looking ahead to the swearing in of the new Provincial Constitution of La Riojathe conventional constituent, Walter Flores, referred to the importance of constitutional reforms and highlighted that it is crucial to sanction articles to provide tools to both citizens and rulers, in order to improve the quality of life for all. Besides, He emphasized the need to update the Constitution to guarantee the expansion of rights, especially in areas such as education, health, science, technology and sports.

In the case of education, we worked to ensure that the greatest number of citizens have access, permanence and graduation, regardless of where they live. Regarding health, guarantee this essential right and generate the conditions so that governments have the tools to develop effective and comprehensive policies. Similar happens with what science and technology is and also with what sport is.“Flores explained, according to statements published by the portal Rioja Media.

On the other hand, the Riojan referred to the work of the constituents within the framework of the reform proposed by the province and expressed: “It is very important to modernize and adapt to current times, in that sense we have worked with the participation of citizens and taking into account that we have been elected by popular vote, we seek to honor said mandate and generate the best living conditions for citizens. through state institutions“.

Finally, Flores gave details of how this reform benefits the people of Rioja: “The Constitution frames the lives of citizens, but the laws and policies are what will later be in charge of guaranteeing, by having constitutional coverage it will be more feasible for them to materialize.“.

How the provincial reform is progressing

During the 10th Session of the Constituent Convention of the province of La Rioja, gender equality was ensured as a chapter in the Constitution, with the aim of achieving political parity and eliminating the structural barriers that prevent women from accessing elective and institutional positions within the provincial State. In this way, it seeks to guarantee the participation of women and minorities in the political life of the province.

Furthermore, this reform includes, as central points of the project, the constitutional consecration of the rights to water, energy and connectivity.

Days ago, Governor Ricardo Quintela warned that the province is preparing to sanction this new Constitution and remarked:The new constitution will be sanctioned where there are essential services, which we consider to be rights of society, which will be incorporated with constitutional status, meaning that no Riojan will be able to lack the right to water, energy and connectivity, whether or not you have money. That is basic, because it is the only way for the most vulnerable sectors to have the same opportunities.“.
