This June 19, the Representative to the Chamber Carolina Giraldo denounced in El Reporte Coronell that the Gulf Clanthe largest criminal organization in Colombia, would be behind a engineering company which has had public works contracts in eight departments of Colombia, directly, or through its associates in consortia and temporary unions.

According to Giraldo, the company Proicom SAS has among its partners Hipólito Mendoza Zea and César Augusto Rincón Gonzálezwho in 2021 were captured for allegedly being related to the front man and money laundering structure of the Gulf Clan.

According to the complaint of representative Carolina Giraldo, one of those mentioned, Hipólito Mendozahas had control over more than 3,000 real estate and personal property, livestock and commercial establishments. All of this valued at more than 250,000 million pesos.

Mendoza Zea was also a contractor for the first vice presidency of the House of Representatives on the recommendation of the congressman Oscar Villamizar Menesesrepresentative to the Chamber of the Democratic Center for Santander.

Another partner of the contracting company is César Augusto Rincón Gonzáleznoted for its alleged connection with the Gulf Clan and the Envigado Office.

According to the complaint by representative Carolina Giraldo, the two men would have ties to John Freddy Zapata Garzón, alias ‘Messi’ or ‘Candado’and with John Henry González Herrera, alias ‘Half Lip’.

The company Proicom SAS has had contracts for 22,000 million pesos in 8 departments and 12 municipalities: Bahía Solano, in Chocó; Chinchiná, Manizales, Samaná and Pácora, in Caldas; Marseille and Pereira, in Risaralda; Girardota, Antioquia; Puerto Inírida, Guainía; Puerto Rico, Caquetá; Purification, Tolima; and Tame, Arauca.

Through companies that are shareholders of Proicom, it has also hired lighting systems in Cauca and Risaralda.

The complaint aims to discover the way in which the criminal structure feeds on public money, on taxpayers’ money, to strengthen your criminal operation.
