The signing of the new agreements of the Ministry of Justice and the Ministry of Security of the City of Buenos Aires

The president of the Judicial Council of the City of Buenos Aires, Karina Leguizamonsigned two collaboration agreements with the Buenos Aires Minister of Justice, Gabino Mario Tapia and the Minister of Security of CABA, Waldo Wolff. The meeting took place this Wednesday the 19th, in the Agreement Room of the City’s Chamber of Cassation and Appeals.

This event was also coordinated by the head of the Chamber of Cassation and Appeals of the PPJCyF Jurisdiction, Javier Bujan and was attended by the General Secretary of Administration and Budget of the Council, Genoveva Ferreroalong with other officials.

In that sense, the first point of the agreement is focused on the Law 1217where the fault procedure of the Autonomous City of Buenos Aires, in its administrative instance, in charge of the organizations that control offenses in the exercise of police power. The same thing happens in your judicial instancein charge of the judicial departments of the Criminal, Juvenile Criminal, Misdemeanor and Misdemeanor Jurisdiction of the CABA.

For this reason, the first agreement signed recognizes that the notification reliable to the alleged offender makes the effectiveness of his access to Justice. At the same time, it highlights that even though electronic notification has been agile and useful, some questions arose about the effective and concrete authorization of the instance.

As a result of this situation, a commitment was agreed to implement the practice of initial notification through personal ID to the addresses constituted as administrative headquarters.

On the other hand, it was highlighted that the ministries that participated in the signing act as auxiliaries of justice in the framework of the cases for crimes that were transferred to the City. Likewise, they reinforced the objective of rationalizing resources and maximizing the quality and effectiveness of the actions entrusted by the magistrates in each of the respective judicial cases.

Although the Government of the Autonomous City of Buenos Aires has as a guideline to redistribute the administrative work of the local police so that it can be assigned to tasks specific to the force, from the Judicial Council Buenos Aires expressed the availability of their own resources to manage the completion of the “teletypograms” required by the magistrates themselves through the Diligence and Notifications Directorate.

In this regard, from the Ministery of security of the City, it was stated that the notifying officers may request from the sectional police agencies the accompaniment and security that they consider necessary for the management of the notification in a timely manner.

With the aim of making what was agreed possible, the Monitoring and Coordination Commission which will be in charge of the Secretary of Administration and Budget of the Council, Genoveva Ferrerothe president of the Chamber of Cassation and Appeals of the PPJCyF Jurisdiction, Javier Bujanand by the Secretary of Justice, Jorge Djivaristogether with the Undersecretary of Registry and Alternative Conflict Resolution Methods, Hernan Najenson.

Upon their signing with the adjustments to the regulations that are necessary for the effective compliance of what was agreed, these agreements came into force.

The directors were present at the signing Javier Concepción, Lorena Clienti, Manuel Izura and Martín Converset. The chambermaids also participated Carla Cavaliere, Gonzalo Viña, Ignacio Mahiques and Jorge Atilio Franza. At the same time, there was the Chief of the City Police, Pablo Kischtogether with the magistrates Barbara Moramarco and Rodolfo Ariza Clerici.
