The Attorney General’s Office opened investigation against the former directors of the Risk Management Unit, Olmedo López and Eduardo José Gonzálezfor alleged irregularities in the execution of several works for the reconstruction of Mocóacapital of Putumayo, whose investment exceeds $185 billion coming from the general system of royalties.

Other linked officials are Gerardo Jaramillo, secretary general of the UNGRD, Rocío Rivera, legal vice president of Fiduprevisora, Luis Alexander Mejía and Rosa Edilma Agreda, directors of Corpoamazonía, in addition Diego Fajardo, Jámirsón Cuellar, Héctor Adrada and Jairo Granados, legal representatives of four entities intervening in the works.

According to the monitoring carried out by the Public Ministry on this package of 18 contracts, which is part of the Specific Action Plan presented by the Mocóa mayor’s office within the framework of a public calamity decree issued in 2021, in order to accelerate risk mitigation works and avoid a new tragedyalleged delays in execution, hiring of personnel to carry out supervision, and effects on the execution of resources were detected.

In the pre-investment stage, for example, Alleged deficiencies in studies, designs and budgets were detected in four of the 18 works. Later, during the execution, they were found possible technical irregularities that were not considered and would have put the existing infrastructure at riskalso constructions in environmental axes without the respective permits and environmental procedures done out of time.

Another alleged irregularity that attracted attention was the allocation of resources for 86 activities not related to one of the construction projectssuch as a trip to San Andrés and Providencia for eight days to follow up on the activities carried out in the framework of the emergency due to the passage of Hurricane Iota and an alleged consultancy for support on environmental issues related to the reconstruction of Mocoa.

Among the evidence requested by the Attorney General’s Office are a copy of the 17 construction and audit contracts signed by the UNGRD, in addition to the two contracts signed for the trip to San Andrés and advice on environmental and housing issues, with their respective Certificates of Budget availability and supports for its execution. Also an updated certification on the real progress of the different works contracted to reduce and mitigate risk in Mocóa.
