  • The National Registry will guarantee the logistics that will allow the installation of voting stations in each municipality, so that approximately 2,390,289 qualified voters can participate in this popular consultation.
  • Through the consolidation of this form of territorial association, the aim is to respond to major challenges of mobility, road infrastructure, security, economic development, housing, protection and conservation of water resources, which are common demands of the participating municipalities.

Santiago de Cali, June 25, 2024

The National Registry of Civil Status of Colombia, through Resolution No 6042 of 2024, announced this Monday, June 24, the call for a popular consultation that will allow the inhabitants of Candelaria, Dagua, Jamundí, Palmira, Puerto Tejada, Villa Rica and the District of Santiago de Cali, go to the polls on November 24, 2024, to decide whether or not they accept to form the Metropolitan Area of ​​the Southwest of Colombia (AMSO).

Through this form of territorial association, the aim is to respond to major challenges of mobility, road infrastructure, security, economic development, housing and protection and conservation of water resources, which have arisen due to the growth of the municipalities in the south of Valle del Cauca and of northern Cauca, which by overcoming its margins, ended up uniting, through socioeconomic and cultural dynamics, with important activities of consumption, production and interdependence of services, forming a functional, but not administrative, unit.

For the AMSO project to have legal, political and administrative feasibility and become a reality, it is necessary that the population that makes up the respective electoral census of each municipality participate by going to the polls and, through an affirmative vote, support the formation of the Metropolitan Area of Southwestern Colombia, a mechanism that will allow a coordinated administration that unifies and guides the efforts of the seven participating municipalities to achieve specific objectives that increase the quality of life of the population through the joint development of planning and territorial development instruments that provide adequate provision of services, orderly growth proportional to the strengths of each population.

Within the framework of the powers described in Law 1625 of 2013, the project will be deemed approved when the question submitted to popular consultation, by Yes or No, has obtained the affirmative vote of half plus one of the valid votes in each participating territory.

The National Registry of Civil Status will work in coordination with the leaders of the participating municipalities and the Public Force to guarantee the logistics that allow the installation of voting stations in each municipality, so that approximately 2,390,289 voters qualified to exercise their right to vote, can participate in safe conditions and vote without any type of coercion, so that this exercise is carried out in scenarios free of risk and conduct that may affect the right to democratic participation.

The consolidation of the metropolitan area will allow the capacities of these territories to be added, to address the common demands of the population and to institutionally strengthen these seven municipalities, to jointly resolve the metropolitan events that simultaneously affect them, through projects that promote development. balanced, sustainable and competitive that enhances the base assets of the associated municipalities, to obtain a better level of quality of life for its inhabitants.
