Prior to his vote, and as on previous occasions, the deputy Ulices Mendoza Padron mentioned that the delay is so that the State Goverment have more time “to promote knowledge and forms of application of the new tax and its operating rules, among the obligated subjects.”

While in recent days the deputy José Luis Fernandez Martínez explained that the initiative is based on the request of the secretary of Economic development, Salvador González Martínezto establish a dialogue with the business sector and the Finance Secretary to optimize the operating rules of the tax.

He mentioned that with this the State will have more time to perfect the operating rules, since one of the aspects to be analyzed is the methodology to determine the amount of polluting gas emissions by the subjects obliged to pay the tax, since the proposal The original contemplated self-determination by companies, but alternatives are being evaluated that allow a more precise quantification of the tax burden.

In the last modification, it was established that it will be applied to the direct expulsion into the atmosphere of the following gases: carbon dioxide (CO2), methane (CH4), nitrous oxide (N2O), black carbon, chlorofluorocarbons (CFCs), hydrochlorofluorocarbons (HCFCs). ), hydrofluorocarbons (HFC) and perfluorocarbons (PFC).
