The Chamber of Deputies of Argentina approved this Friday the Law Bases and Starting Points for the Freedom of Argentines, also known as the ‘omnibus law’, with the modifications introduced on June 12 by the Senate. This legislative project promoted by President Javier Milei establishes the legal framework to transform the economic and social model of Argentina.

  • Argentina’s Basic Law was approved after a session that began on Thursday and lasted more than 13 hours. The law was voted in favor by 147 deputies, 107 against and two abstentions. In addition, some of the chapters of the tax reform package were also approved, such as the reinstatement of the income tax, which was approved with 136 affirmative votes, 116 negative votes and three abstentions.

The Basic Law. As we explained in Newtral.es, the so-called ‘omnibus law’ is a bill that aims to promote private initiative and the development of industry and commerce, as well as limit any state intervention that “is not necessary.”

  • In this sense, the Base Law approved in Argentina establishes a package of measures and reforms in different areas of public administration, justice, interior, environment and health.

Processing. The draft Law on the Bases and the tax reform were submitted to Congress on December 27, a few days after Milei was sworn in as Argentine president. The two laws were approved in the Chamber of Deputies on April 30.

  • However, upon reaching the Senate, they were subject to modifications that were finally approved on June 12 to be sent back to the Lower House and continue with their parliamentary process.

Following its ratification in Congress, it will now be Milei who must promulgate the Ley Bases by means of a decree or through “de facto promulgation”, since if the president does not speak out after ten business days from its approval in the House, the norm is automatically promulgated, according to the law.
