San Luis Potosí, SLP.- In an Ordinary Session, the Point of Agreement proposed by Deputy Rubén Guajardo Barrera was unanimously approved, by which the LXIII Legislature of the Congress of the State of San Luis Potosí, makes a careful appeal to Ms. Rosa Icela Rodríguez Velázquez, Secretary of Security and Citizen Protection of the Government of the Republic, so that you may order the necessary actions to cover legal aid to the State of San Luis Potosí, in accordance with the rules that exist for that area.


The explanatory statement indicates that the so-called “Legal Aid” is the contribution that the federal government gives to the federative entities, for the food and maintenance of inmates prosecuted and sentenced under federal jurisdiction in the federative entities. In fact, it is defined within the General Organization Manual of the Decentralized Administrative Body for Prevention and Social Readaptation, as the monthly payment, as a food quota for federal inmates who are guarded in state centers.


The Decentralized Administrative Body for Prevention and Social Readaptation, through the General Coordination of Prevention and Social Readaptation, must coordinate the updating of the information provided by the states, for the payment of the food quota for legal aid.


In the Federation’s Expenditure Budget for the year 2024, a total net expenditure on Security and Citizen Protection of $105,838,757,408 (one hundred and five thousand eight hundred) was budgeted. thirty-eight million seven hundred fifty-seven thousand four hundred eight pesos), in them the operation of the Decentralized Administrative Body Prevention and Social Readaptation must be satisfied, so that, among other things, they carry out the contributions that correspond to the States under the concept of “legal relief”.


Indicates that it is the responsibility of the General Directorate of Execution of Sanctions to update the alimony for legal assistance, considering the reductions due to the benefit of early release and prison sentences in accordance with the information provided by the penitentiary authorities of the federal entities.


He adds that in a meeting with the authorities of the Secretariat of Security and Citizen Protection and the Directorate of Prevention and Social Reintegration, it was reported that Legal Aid has not been received for four years, representing a million-dollar debt.


For this reason, it is pertinent to exhort the head of the Secretariat of Security and Citizen Protection of the Federal Government, in order to take actions tending to settle the payment of the legal aid owed to the State of San Luis Potosí.
