The Federation of Grain Collectors and the Liaison Table They asked the governor of Santa Fe, Maximilian Pullaro, to intervene in a dispute with port municipalities in the south of the province that charge “tolls disguised as road taxes” that would represent some $25 billion.

At the beginning of the month, Acopiadores ordered the port municipalities of Timbúes, Villa Constitución, Alvear, General Lagos, Rosario, Arroyo Seco, Ramallo, San Lorenzo and Puerto General San Martín to eliminate impositions that tax the circulation, arrival and unloading of trucks in ports. He did so through document letters and threatened to take the dispute to court.

According to him, “as a result of these maneuvers, these nine municipalities receive a sum of around $25,000,000,000 annually in general revenues: a situation that is unreasonable, unconstitutional, disproportionate and arbitrary against Argentine grain production.”

In the letter, Acopiadores and the Liaison Table explained: “We, the undersigned, write to you to respectfully request your urgent intervention in the face of the abusive tolls disguised as ‘road fees’ charged by various municipalities of the provincial jurisdiction, to allow the access to the ports located on the Paraná River. This produces a very high collection that, according to publications known to everyone, would exceed twenty-five billion pesos, without corresponding municipal compensation and without carrying out adequate works or even the “stopping” of other essential works, requesting that, given the seriousness of the problem, exercise the powers and duties that the Provincial Constitution assigns to him as Head of the Public Treasury, and implements the mechanisms provided for in Articles 62 and 72 Inc. 19 of said Magna Carta.”

According to the entities, given the “Santa Fe municipal confiscations” they decided to ask the governor to “put an end to this local tax reality, disproportionate and unreasonable, which decisively attacks Argentine grain production.”

“It must prevent possible violations of the Organic Charter of Municipalities No. 2756 and amendments, given the fact that a large part of what is received from these “rates” is directed to “general income”, through probable “administrative channels” of the municipalities, preventing – if the tax is not applied – any unloading of cereals in the different port terminals,” they indicated.

They added: “Our request, therefore, exceeds the purpose of mere individual economic gain or a proposal of ‘commercial convenience’, but rather requires the validity of a provincial rule of law, which puts a stop to these insurmountable excesses of local authorities. of lower rank.”

According to the entities, “what is charged for each truck that circulates, far from configuring a road tax, would constitute an obvious ‘internal customs barrier’ that cannot be validated by the governor.”
