By regulation, the vote should be unanimous, but, finally, vote was made by majority. The above, After Sebastián Naveillán, president of the Association of Farmers of Malleco, did not give his signature for the final report of the commission for Peace and Understanding.
He accused that the discussion was developed outside the formal term for the delivery of the proposal. In that context, a tension environment was generated, where some commissioners accused him of defending the interests of the agricultural world.
“Yes, I defend those interests. I defend the small, medium and great farmer (…) I do not embarrass from that. I am proud to represent those who make possible the productive development of our regions,” he said in a statement.
Thus, he explained that “the promoted text proposes to deliver 240 thousand hectares of land as territorial reparation. It is stated that 100 thousand hectares would supply tax lands, but there is no technical document or official record that supports it.”
He questioned that there is no financial report of the Ministry of Finance to certify the viability of the proposed. It is estimated that the cost would be close to 4 billion dollars.
On the other hand, he says that the document “barely mentions terrorism”, but refers to “rural violence” or “terrorist acts” in ambiguous way.
In line with the commissioner, deputy Gloria Naveillán spoke, who accused betrayal of not respecting the unanimity rule.
“They erased with the elbow it written with their hand, they betrayed Chile, betrayed the south of the countrythey betrayed the right to property, they betrayed the farmers and all landowners. This is unpresentable, ”said the legislator.
The Commission for Peace and Understanding was created with an ambitious objective: that all political forces, and different sensibilities, could realize an agreement around the territorial conflict that exists in the regions of Bío Bío, Araucanía, Ríos and Los Lagos.
The Senator and President of the PS, Paulina Vodanovic regretted that there was no agreement.
“I regret that one of the commissioners, Mr. Naveillán, who refuses to subscribe it, that he is forming a mess, because in reality the important thing is the work that has been done for a long time with the commission (…),” said the legislator.
The mayor of Temuco, Roberto Neira, highlighted the work of the commission.
“My call is to always look for dialogue, understanding, and hope that these conclusions can be carried out in pursuit of a reunion we need and that we can no longer expect,” said the communal chief.
The government is expected to rule these days, regarding the commission’s result.
Opposition
Through his social networks, the presidential candidate of the Republican Party, José Antonio Kast, said that “Chile does not need more commissionsno symbolic agreements that divide and harm us. Chile needs firm, honest and responsible decisions. ”
“What has been approved in the Presidential Commission is not a path to peace, but a deepening of institutional fragmentation,” said the presidential.
In the opinion of the Republican Charter, “it is intended to install, by administrative route, what Chile already clearly rejected at the polls on the urns: the idea of several nations within Chile, the ethnic self -government and collective privileges. All this with the impulse of President Buric and the accomplice support of Chile Vamos.”
According to Kast, “they speak of ‘understanding’, but they exclude the truth, because they are not able to recognize that in Araucanía there is terrorism. They speak of ‘unity’, while creating structures parallel to the rule of law that only divide Chileans.”
“And the most serious thing: there is no total condemnation of terrorism, drug trafficking and organized crime, which are the cause of the serious crisis of Araucanía. The true conflict – which destroys the lives of thousands of families – has been completely omitted and invisible,” said the presidential candidate.
“We deeply regret that some choose to support this agreement. But our duty is to be firm in the defense of Chile, even if that implies losing a quota or territorial representation. We did not come to do the same usual things or we are going to travel under threat,” he added.
Kast stressed that “Chile does not need empty symbols. It needs political courage, moral leadership and real commitment to the Republic. And that is what we will continue to offer, without hesitation. Because our vocation is of deep change, not transactional continuity.”
Meanwhile, for Chile Vamos presidential candidate, Evelyn Matthei said that “it is absolutely impossible for any kind of understanding if there is no explicit recognition that there has been terrorism, that there have been victims, who have to do some type of repair, but above all that there has to be an absolute agreement between all, that no more terrorism.”
Finally, the former mayor of Providencia indicated that “The delivery of land does not necessarily bring peace, if we do not look at the case of Temucuicui.”
PEACE COMMISSION
The Temuco Agricultural Development Society (SOFO) values the work done by the Commission for Peace and Understanding and, especially, recognizes the work of the representative of the agricultural sector and the Araucanía region, Sebastián Naveillán.
However, they regretted “deeply that the principle of unanimity has not been respected as a fundamental condition for the adoption of agreements, as established since the beginning of the process.”
“We will analyze in detail the proposals once they are publicly disclosed. From Sofo, we reaffirm our willingness to continue actively contributing to the security, well -being and development of all those who inhabit southern Chile, and to advance with a decision towards a real, concrete and lasting solution for the South Macrozone,” they said.
