Law 83 also establishes that doctors must request permission from the Ministry of Health to exercise in the private system.

The Quebec Ministry of Health will approve or reject a doctor’s request according to criteria such as the number of doctors available in a region.
In order for the provincial government authorities to approve that demand, the departure of a public system doctor should not have negative consequences for patients in that region.
This authorization will be granted if the public network does not have the ability to use the specialty of the doctor in the establishments of that region.
The law, entitled Law to promote the exercise of medicine in the Public Health Network and Social Services
includes sanctions for doctors who violate it.
These fines, which could be applied to doctors who exercise in the private system before spending five years in the public system, range between $ 20,000 and $ 100,000 per day, and recidivism entails fines of between 40,000 and 200,000 dollars.
According to the Ministry of Health and Social Services of that province, more than 835 of the 22,868 Quebec doctors currently work exclusively on the private network, which represents an 80% increase since 2020.
