He Army aeronautical maintenance center (CEMAE) dismissed a new request for 151 days of expansion of the deadline presented by the Russian company Milenium Veladi Corporation, to comply with the delivery of 3 fully rehabilitated helicopters.
According to the agreement signed between the CEMAE and Milenium on November 10, 2023, the aircraft should be ready to fly in October 2024, but the company requested two postpones, being the last one on December 30, 2024.
Helicopters were supposed to be available to face emergencies in the national territory, so hiring was made directly, without tender. However, Milenium once again breached the renewed deadline.
The amount of the contract reaches US $ 20.3 and was signed in the current government of Dina Boluarte.

CEMAE dismissed Milenium’s demand and told him that he would initiate the corresponding actions to apply penalties for breach, according to the communication of the army dated January 22 of this year.
-In response, Milenium informed CEMAE that he had opted for extrajudicial conciliation, which began on April 10 with a first meeting.

The Army has already paid the Russian company 70% of the US $ 20.3 million of the contract (more than US $ 14 million) and the “overhaul” works have not been completed, according to a report by the Comptroller. The assembly process of the engines and components had not even begun.
As part of the Milenium agreement he transferred to its facilities in the Russian Federation the engines, components and shovels of the 3 Army helicopters, leaving only the aircraft shells.
In all cases the Central argument of the Milenium company to justify the delays has been the conflict with Ukrainesomething that the Peruvian negotiators of the contract overlooked.
According to the sources consulted, at the first meeting of the parties in a conciliation center, no agreement was reached, so on April 21, the head of the CEMAE, General Ep César Claudet Morote, asked the head of the Army Economy Office, General Ep Carlos Vásquez Salas, the execution of the penalty by Mora in the delivery of the service.
As of April 19, the maximum penalty amount reached US $ 1.9 million.
