For the doctor in architecture and professor, Gonzalo Bustillo, the situation is “contrary” to a “sustainable city” project.

He pointed out that the problem of homeless people in Montevideo “is one of the most serious expressions of residential exclusion that Uruguay knows today.”

According to an investigation of the Faculty of Architecture, Montevideo has five thousand homeless, of which 1,500 are outdoors and about three thousand 500 within shelters.

For its part, the architect and master in territorial planning, Stella Zuccolini, said that the phenomenon of homeless is related to empty homes, but considered that it is not the “definitive solution.”

“Giving housing is not enough if the most complex social problems that lead to that situation are not addressed,” he said and claimed an interministerial approach to address this social scourge.
