Origin and objectives of the Peru Safe Plan
The Peru Safe Plan was conceived as a response to the growing insecurity in the country and is structured around four fundamental axes:
- Comprehensive crime prevention. Implement actions that avoid the commission of crimes through educational and community programs.
- Strategic territorial control. Strengthen the presence of the state in vulnerable areas through patrols and focused operations.
- Fight against organized crime. Dismantle criminal gangs based on intelligence work and inter -institutional cooperation.
- Institutional strengthening. Improve the capacities of the institutions in charge of security, such as the National Police of Peru.
The plan is aligned with state policies and seeks to execute services for the prevention and focused control of the main crimes that affect the safe and productive coexistence of citizens.
Actions implemented to date
Since its implementation, the Peru Plan has intensified various actions to meet its objectives:
- Joint operational. Coordinated interventions have been carried out between the National Police and the Armed Forces in areas with high criminal incidence.
- Community programs. Initiatives such as safe neighborhood have been developed to strengthen security in vulnerable communities.
- Investments in infrastructure. Budget for the improvement of police stations and the acquisition of modern equipment has been allocated.
These actions seek to reduce victimization, the perception of insecurity and increase confidence in the institutions responsible for security.
Perspectives for 2026
Facing 2026, the Peru Plan will continue to focus on the implementation of Comprehensive strategies that address the Structural causes of insecurity. A greater articulation is expected between the different levels of government and civil society to consolidate safe environments and promote sustainable development in the country. With these actions, the Interior Ministry reaffirms its commitment to try to guarantee the safety of citizens and build a safer and fair country.
