The Benemérita Autonomous of Zacatecas (BUAZ) needs an academic and administrative reform that responds to the needs of the teaching and student community and society as a whole, not the continuity of a project that has aggravated the institutional crisis, said Jenny González Arenas, candidate for the rectory of the by the “decides”.

With regard to the university reform that promoted the current rectory, he said that this failed because from its beginning it worked vertically, without considering the entire community.

“Unlike how the reform was raised in this administration, it has to be done from the needs of the student community and society. What made that reform fail was the verticality with which they intended to conduct the , but if it is conducted based on the needs of the community, it could ,” he said.

Another problem in this rector was that of the excesses in the and benefits of the officials of the central administration, so he proposed that it be limited to the appeal authorized by the federal .

For example, for this year the financial support agreement establishes an amount of 110 million pesos for the bureaucracy of the university, but the amount that has been allocated is 240 million pesos, which means that this surplus takes it from resources that should be allocated to the teaching or administrative plant, so that situation must be eradicated.

Regarding the debt with the Institute of Social Security and Services for Workers (ISSSTE), González Arenas commented that in recent years it has been intended to sign an agreement with it to resolve the university’s financial crisis, but that is not the solution.

He said that part of the problem is that social security is not paid ordinary and also not paid to the debt that is already 3,700 million pesos, so that at this what should be done is to sign an agreement with the state government so that it undertakes to be a solidarity guarantee for the payment of said debt.

In addition, part of the solution of the historical debt is in the fiscal law that establishes benefits that any entity can request, so that its rector will request its application, but not by a concession of the institute, but for what it raises the regulations.

From its perspective, it is important to pay it social security in an ordinary way because doing so prevents debt growth with the ISSSTE, but in recent years it has not been paid and consequently the debt has increased every month by 38 million pesos, a resource that could even be saved by avoiding excessive expenses in the payroll of officials.

Contrary to this, González Arenas said that the exercise of resources has been discretionary, without transparency, and have preferred to stop paying social security, the payroll tax already hacienda, which causes debt growth.

In addition to this, “we have a rectory that is subject to the State Government and that has never been able to manage the payment of debts that the State Government has with the institution, for example 265 million that are due, and its place the rector of demanding payment presumes photos, participates in events and even organizes events for state government.”

On another issue, she said that something that motivated her to participate in this electoral contest was the fact that the rector, who has assumed as a patron, had a role of confrontation with the union to which she belongs.

As general of the Academic Personnel Union (Spauaz), “I directly lived that indifference, antipathy and confrontation, which allowed us to realize many things that happen in the university and that unfortunately they are not said. We could understand the reality of many problems and know that there are ways to solve them based on commitment and will.”

In addition, González Arenas assured that there are many people who coincide with the need to the perception of citizenship that the University is a bottomless barrel and to change the form of government to assume a true function of social agent and not the one that has had as a political instrument for the government.

Regarding the questioning that is made to leave the general secretariat of the union to run as a candidate for rector, she said that the university is not a private company and although the union is a necessary counterweight in the exercise of the authority, it does not mean that the rector is the employer, since she is a who in particular administers the resources that the institution receives from the federal and state government. In that sense, it is wrong to think that the rector is a pattern, since after his parcel it is again unionized.

Finally, he mentioned that he will attend the student concerns he has heard, such as the lack of water in the health, lack of spaces and even lack of electrical contacts, so the university must rethink based on the needs of young people.
