Automotive Registry: the indefinite strike did not materialize | The measure was at the discretion of each section

The general secretary of the Union of Automotive and Motorcycle Registry Workers, Martín Lomba, reported this morning that The indefinite strike announced in those offices was not carried out and was left to the discretion of each section.

The force measure had been communicated after the Government announced last week the closure of 600 sections of the National Directorate of National Registries of Automotive Ownership and Pledge Credits (DNRPA) within the framework of a broader reform.

Lomba spoke this morning to discredit the statement that circulated in the last few hours and that announced a strike for an indefinite period, waiting for the Ministry of Justice – in charge of controlling DNRPA records – to open a channel for dialogue to discuss the measures announced last week.

However, he denounced that since the change of government “There are workers who do not get paid and sectional workers who are reaching financial exhaustion“, in addition to criticizing the reforms announced by the Ministry of Justice.

“The strike was prompted by a statement issued by a group of workers who are not identified,” argued Lomba, in dialogue A24. The group of workers who would have called for the strike, according to the NA agency, are grouped in an association that does not have union status and that the majority of them are affiliated with the Trade Union and the Union of Workers of Sports and Civil Entities (Utedyc ).

Lomba explained that, based on the statement, different positions emerged among the registry workers, that “Whatsapp groups proliferated,” and It was defined that each section decides how to comply with the publicly disseminated measure. Beyond the sloppiness, the secretary general acknowledged that they are waiting for “the national State to communicate with those in charge of the records.”

Government announced the closure of 40 percent of registrations, about 620 dependencies if the data of 1,554 records throughout the country are taken. The branches employ 12 thousand people, who are not dependent on the State but rather with those who compete to open a DNRPA branch, and are governed according to the policies that come down from the Ministry of Justice.

The ministry headed by Cúneo Libarona announced the closure of the offices and also modifications to the regulations, such as the elimination of the Blue Card – which identifies drivers authorized to drive a vehicle that is not registered in their name – and also the Automotive Transfer Certificate (CETA) – which required citizens to report the sale of their vehicle. vehicle to Afip–. In addition, they decreed the expiration of the green card.

Lomba was skeptical of these measures, denouncing that “what was released by the Ministry of Justice and Milei, does not have a signature, we do not know if it will be implemented or when” and criticized that progress is being made on a State policy without information on its application. Regarding the elimination of CETA and the Blue Card, the secretary general described it as “laughable.”” and assured that it will generate “more insecurity when driving”, since a car may be driven by someone without authorization and in a context in which car owners will not be obliged to report the sale of their car.

Regarding the fate of the 12,000 employees of the more than 1,500 agencies located throughout the country, the Government advanced its position by indicating that they will force “the holders of the sectional records to take charge of 100 percent of their operating costs.” .

During the last weekend, Workers in the sector used social networks to warn about the critical situation that the activity is going through and announced a measure of force, which ultimately did not materialize.

“The registry workers inform us that, given the circumstances that threaten our source of employment and consequently the Sectional Registries that provide it to us, we have decided to cease registry activities until the Ministry of Justice calls our managers to dialogue,” he had reported. the employee association.

However, the sources consulted by NA admitted that in the event that the Ministry does not resolve the situation of those in charge of the Registries, whose income has not been updated for seven months, A measure of force could be called in the coming weeks.

The Government announced last Friday that it will eliminate 40% of the almost 1,600 Automotive Property Registries that operate in the country, in order to “reduce costs and eliminate bureaucratic procedures.”

30% of the staff of the National Directorate of Automotive Registries (DNRPA) will also be reduced “within the framework of a voluntary retirement and early retirement plan.”

The Ministry of Justice also anticipated that the “Blue Card” will be eliminated starting this month and the expiration of all “Green Cards”, along with the simplification of some procedures that are carried out daily in the Registries.
