The proposal would benefit those who are unemployed, retirees receiving the minimum pension, retirees with dependents with a disability greater than 50%, single mothers who are heads of family, Heads of family with permanent work disability greater than fifty percent ( 50%), families in whose homes there are electro-dependent people and the “Neighborhood Clubs”.

The law will not suspend the payment obligation, but rather the borrowing companies must agree on payment plans with the users, setting monthly installments that may not exceed thirty percent (30%) of the highest value invoice owed.

Likewise, it establishes that in cases where the service is suspended on the effective date of this law, the providers must restore them within 48 hours and without reconnection costs, non-compliance being punished with a fine.
