Madrid, Apr 20 (EFE) .- A total of 184,470 Ecuadorians in Spain are called to participate tomorrow, Sunday, in the 2024 Referendum and Popular Consultation called by the president of Ecuador, Daniel Noboa, to answer eleven questions about the guidelines of their management: security, justice, investments and employment.

The voting centers in Spain will be open from 9:00 a.m. (11:00 GMT) to 7:00 p.m. (21:00 GMT), although the Ecuadorian embassy in Spain reminds that, in accordance with article 62.2 of the Ecuadorian Constitution of 2008, voting in the exterior is not mandatory.

More than 13 million Ecuadorians are called to the polls on Sunday for a new referendum called by Noboa.

Of the eleven questions, the first five involve reforms to the 2008 Constitution approved during the presidential term of Rafael Correa (2007-2017) and the other six involve legislative changes that do not affect the Magna Carta.

Yesterday Noboa once again decreed a new state of emergency at the national level for 60 days, this time due to the serious energy crisis that the country is going through, with blackouts lasting up to eight hours due to not being able to meet national demand. Of electricity.

Through a decree, Noboa ordered “the mobilization and intervention of the National Police and the Armed Forces throughout the national territory, duly coordinated, to guarantee the security of critical energy infrastructure facilities to prevent sabotage, terrorist attacks or other threats that may affect its functioning”.

The new state of exception comes less than three weeks after the end of the previous state of exception, issued at the beginning of January to address the wave of violence by organized crime gangs, after a series of attacks and violent actions that included the seizure of the TC Televisión channel by a group of armed men during a live broadcast.

The previous state of exception was accompanied by the declaration of ‘internal armed conflict’, the same one that has been maintained until now and that serves the Ecuadorian Government to consider twenty-two criminal gangs as terrorist groups and non-state belligerent actors that can be neutralized by the Forces.
