«I think there is no one in the world who complains more about bureaucracy than me. I complain in international forums, I complain here. “Everything is very difficult, everything is very complicated,” admitted Lula on her fourth visit to the territorial division, in a quick conversation with journalists.

He insisted that “everything has a manual and says what it can or cannot do. “If a new thing happens, which is not in the manual, it cannot be done,” he said.

According to the president, in an exceptionally unfortunate case like that of Rio Grande do Sul, the federal government “cannot stand by and pause” when signing regulatory acts.

«We have to give an immediate response to those people who need it. We are working hard and we have to overcome bureaucracy. Because we have laws, regulations, that we need to respect. Otherwise, all this will be dismantled,” he noted.

During his speech, he also announced that the future houses that will be built for the population that lost their home cannot repeat erroneous concepts of the past, such as building in high-risk locations.

«We occupied this place here without knowing many things and, now, nature alerted us. So now we have to look for a very safe place to build these people’s houses,” he warned and stressed that “it is proven that this place is reserved for water.”

The founder of the Workers’ Party was in the morning in the Passo de Estrela neighborhood, in the city of Cruzeiro do Sul, which had more than 600 homes completely destroyed.

Later, he plans to visit the so-called solidarity kitchen of the Movement of People Affected by Dams, in the municipality of Arroio del Meio.

On this tour, the president is accompanied by Minister Paulo Pimenta, head of the Extraordinary Secretariat of Support for the Reconstruction of Rio Grande do Sul, Governor Eduardo Leite, among other authorities.

The report published on Monday by the Gaucho Civil Defense shows that due to the heavy rains and floods that devastated the state since the end of April, 172 deaths, 42 missing and 581,638 displaced people have been recorded to date.

At least 475 municipalities out of 497 were affected and the number of deaths from leptospirosis also increased to 13, according to the territory’s Health Surveillance Center. Seven other deaths due to the disease are being investigated.
