The legal text, which was supported by 462 of the 470 deputies present at the session, defines the position and role that the capital should play in the socioeconomic development of the country, as well as outlines policies for the management and protection of this city.

The new legislation expands the areas in which the city’s People’s Council can regulate higher fines for administrative violations, as well as the authority of the People’s Council and the city’s People’s Committee to decide and implement a series of solutions in various areas.

Such actions would promote the development of culture, sports, tourism, education, training, health, science and technology, innovation, digital transformation, environmental protection, and the development of agriculture and rural areas, he said.

In its work sessions the day before, the Vietnamese Parliament approved, in all cases by majority vote, three other new laws: Defense Industry, Security and Industrial Mobilization, Highways, and Road Order and Safety.

The draft Popular Air Defense Law was also put for consideration by legislators, whose final approval, as announced by the vice president of the National Assembly, Tran Quang Phuong, will occur in the eighth session of the current legislature.

During the debates, it was recalled that the People’s Air Defence was formed during the war of resistance against the French and developed, achieving many victories, in the subsequent war against the United States to save the country.

In modern warfare, they noted, air strikes and their prevention are raising the question of the need to build a strong popular defense force, he stressed before considering that “this is an extremely urgent issue.”

The seventh ordinary session of the Vietnamese parliament began on May 20 and will be held in two stages: the first ended on June 8 and the second will run from June 17 to 28.

Among the highlights of the initial phase were the election of the presidents of the Republic, General To Lam, and of the National Assembly, Tran Thanh Man, as well as the ratification of the appointment of Le Thanh Long as vice head of Government and Luong Tam Quang as Minister of Public Security.
