Starting in August, public service companies in Colombia must issue their invoices digitally, as stipulated in Resolution 008 of 2024, approved last May. This measure includes services such as gas, water, electricity and telecommunications, which will send invoices directly to users’ emails.

This transition is aligned with the virtual invoice strategy promoted by the National Tax and Customs Directorate (Dian), which seeks to modernize commercial processes in the country.

Gradual implementation and benefits for companies

Although the measure represents a significant change, companies will have an adaptation period to implement the new model. They are allowed to carry out pilots and necessary adjustments before completely eliminating the use of paper invoices.

In addition, companies that adopt this digital system will be able to benefit from tax deductions and other incentives, thus encouraging the transition towards more sustainable and efficient methods.

Exceptions for those who prefer the physical

Although most users will be able to access their invoices digitally, those who do not have access to electronic devices may request to receive their invoice in physical format. This exception contemplates the inclusion of a Unique Electronic Invoice Code (CUFE) and a QR code on printed receipts.

They ask that there continue to be the option to receive physical invoices

The measure has not been received uniformly among the population. Some residents, such as those in Cúcuta, have raised concerns about accessibility, arguing that not everyone has access to smart devices to check their bills digitally. They have suggested the implementation of a mixed model that allows options both physical and virtual to satisfy all needs.

In response, the regulations have been designed to be inclusive, ensuring that those who prefer the physical receipt can continue receiving their information in a comfortable and accessible way.

How it will work and what happens if utility companies do not provide electronic bills

Experts highlight that the obligation to implement the new POS electronic invoice should not become an excessive burden for business owners. To facilitate this process, the use of accounting software is recommended, which automates the issuance of electronic invoices and allows for more efficient financial management, especially beneficial for small and medium-sized businesses.

It is important to highlight that failure to comply with electronic POS regulations entails severe consequences, such as fines that They can reach up to 44 million pesos (about 950 UVT) and the temporary closure of the establishment for a maximum of three days in specific cases. Therefore, adopting solutions like accounting software not only simplifies regulatory compliance but also helps keep the business running smoothly without legal hiccups.

Among the available options, Siigo is one of the companies authorized by Dian that offers this service safely. This helps to comply with current regulations by facilitating the control of daily operations, inventory management, payment processing and timely compliance with tax obligations.
