The new health model eliminates intermediation and gives Fiduprevisora SA the direction and operation of the health system for teachers and their beneficiaries.
- It integrates a National Health Network, with more than 1,500 providers throughout the country, in which high-quality Health Service Provider Institutions (IPS), State Social Enterprises (ESE) and accredited entities participate.
- Teachers and their families will be able to consult all the information about the Fomag Health Network at www.fomag.gov.co, starting May 1, as well as through the social networks of Fiduprevisora SA and Fomag. The telephone line (601) 7462180 will also be enabled.
Bogotá, DC, April 29, 2024. The Board of Directors of the National Fund for Social Benefits of Teachers (Fomag), made up of the ministries of Education, Labor and Finance, Fecode and Fiduprevisora SA, with the technical support of the Ministry of Health and Social Protection, announced today at a conference press release, that the operation is ready to begin the transition process towards the new ‘Health care model for teachers and their families’ as of May 1.
By mandate of the Board of Directors of Fomag, supported by Law 91 of 1989, the operation of this model, which will benefit 818,960 members of the Teaching profession, will be in charge of Fiduprevisora SA, the entity that will lead the organization and operation of the National Health Network Fomag and will have 32 departmental coordinations and regional nodes.
“The commitment of the National Government is to ensure the well-being of teachers and their families. This implies strengthening public institutions to guarantee the protection of their rights, in this case the effective enjoyment of the fundamental right to health, with quality, in a comprehensive manner, including safety and health at work,” stated the Minister of National Education, Aurora Vergara Figueroa.
Among the main changes that the model incorporates is the elimination of intermediation, guaranteeing greater coverage and flexibility in the provision of the service and integrating the health and safety system at work. This is how the transition process towards the new health care model for teachers will be done progressively to guarantee continuity in the provision of the service.
“We are going to provide an optimal service to all teachers and their beneficiaries, starting next Wednesday, May 1. To do this, Fiduprevisora SA has hired a significant number of health service providers, accredited IPS and centers of excellence. One of The news is that the model will have a permanent system of generation, processing, data analysis and characterization of the teaching population that will allow us to follow up on all cases of chronic diseases,” said Jhon Mauricio Marín Barbosa, president of Fiduprevisora SA.
It is important to highlight that since 2023, Fomag deployed an operation of technical tables in which the Colombian Teachers participated, which has allowed the design and implementation of the new health model responding to the needs of teachers.
“This model was built through agreements and is a great advance because it breaks with financial intermediation. We are working with the government so that as of May 1 we can assume with great peace of mind this new health model that offers real guarantees to teachers and their beneficiaries,” said Domingo José Ayala, president of Fecode.
For his part, the Minister of Health and Social Protection, Guillermo Alfonso Jaramillo, stated that it is teachers and their families who must become overseers of their own health model. “We designed a model that is supported by a predictive, preventive and decisive regime, and includes a national network with the best public and private hospitals and clinics in the country, as well as comprehensive care teams to provide comprehensive and quality care to teachers. and teachers,” he said.
To achieve greater coverage, especially in rural areas and dispersed populations, the Comprehensive Health Care Teams for Teachers (ECIS-M) will be activated, which will have an assigned territory to intervene in the family and work environments of teachers.
The model will also include an occupational health and safety system, thus guaranteeing the prevention of accidents and occupational diseases. According to the Minister of Labor, Gloria Inés Ramírez, “the new health care model for teachers will have the figure of the User Ombudsman at the national and regional level, and a comprehensive health and safety care policy at work that seeks “avoid, control and reduce occupational accidents and illnesses, as well as the possible risks that may arise in work spaces, both public and private.”
For his part, the Minister of Finance and Public Credit, Ricardo Bonilla, assured that the resources to finance the new teacher health model are planned and are provided by each teacher who contributes what corresponds to him as an employee. “Fomag has already authorized $1.2 billion for health care, the system will not have financial intermediation and will work with the tariff of the Ministry of Health and Social Protection,” he said.
