Dr. Luis Napoleón Quiroz Avilés was appointed head of the Comprehensive Health Insurance (SIS) by Supreme Resolution No. 005-2024-SA published today in the Official Gazette El Peruano.
Likewise, through Supreme Resolution No. 004-2024-SA, the resignation of Dr. Flor de María Philipps Cuba from the position of head of the SIS was accepted, thanking her for the services provided.
Both supreme resolutions are endorsed by the President of the Republic, Dina Ercilia Boluarte Zegarra, and the Minister of Health, César Henry Vásquez Sánchez.
Dr. Quiroz Avilés served as general director of the General Directorate of Health Operations of the Ministry of Health. He has been an advisor to the Ministerial Office of Health, as well as deputy director of the Lima Sur Integrated Health Networks Directorate, executive director of the Environmental Health and Food Safety Directorate of the Diris Lima Sur, director of the Barranco – Chorrillos – Health Network Disa II Furrow South Lima of the Institute of Health Services Management. He was also central manager of the Central Management of the Elderly and Persons with Disabilities at EsSalud.
Surgeon from the Universidad Nacional Mayor de San Marcos, Master in Bioethics from the same university and specialist in General Comprehensive Family Medicine and Health Management. He was Dean of the Faculty of Health Sciences of the Universidad Católica Sedes Sapientiae, president of the Health Research Ethics Committee of the UCSS, founder and member of the Board of Directors of CEPBIO (Peruvian Center for Bioethics), founding member of ASOCALP ( Association of Quality in Health of Peru), Scientific Society of the Medical College of Peru, member of the American Official Family Physicians and is part of the Body of Public Managers of SERVIR.
