The Catamarca section of the General Confederation of Labor inaugurated the remodeling works that were carried out in the traditional building on the corner of Tucumán and San Martín streets with contributions from the Provincial Government in subsidies of about $15 million. One of the secretaries of the local CGT, Leonardo Burgos, thanked them for the works and announced that there they will enable an OSEP outlet and an “Employment sector of the Province to meet the needs of the employees of this province.”
Outside doors, the tension
When the event ended, some leaders of a dissident sector from Burgos tried to enter the headquarters but were not allowed. This is the sector of unions that are grouped together in the “Blue and White Group”, led by Gladys Moro, head of APUNCA and co-secretary general of the CGT Catamarca since March 2022. Some incidents and pushes occurred there, until this sector He withdrew and expressed his discomfort at what had happened. “Nothing surprises us about Burgos. It’s been many years, maybe he forgot to invite us. Although we listened to the minutes and he didn’t name us either,” she lamented.
“Not only were we not invited to this event, but we were not invited to any meeting since this administration began. We do not know the reason why we cannot enter, but in any case the CGT is the home of any worker and here we are,” Moro told El Ancasti from the sidewalks of Tucumán Street. Along these lines, he questioned that Burgos “summoned” her to sign the note for the request for subsidy to the Government for the works, but that he did not summon her for the inauguration. “Anyone who believes that a workers’ house belongs to him has taken a wrong turn,” he remarked and anticipated that in the next elections he will form his own list. “Surely we will no longer work in tandem,” he predicted.
In that sense, he commented that they will try the adventure of fighting for the leadership of the CGT “despite the fact that today we heard of the existence of a new regulation that we are unaware of, because we were never notified,” he claimed. “The CGT was always divided, hence a binomial was chosen,” he remarked.
The general secretary of UPCN, Claudia Espeche, called Burgos’s actions “machirulesque” and considered that “he should be retired.” Furthermore, she claimed that the Government “put a lot of money into this work” and due to the responsibility of Burgos and his associates “the act was a waste.”
Agreement and prompt breakup
Burgos and Moro led the normalization in the CGT in March 2022 after several weeks of intense negotiations in which there were crossed accusations. However, the first sparks came in September of that year, when the Board of Directors of the CGT issued a statement in which it expressed strong support for Burgos and ATSA, due to a conflict that the union member had with the self-convened Health and Safety workers. APROSCA in the framework of a salary dispute with the Government. That statement was denied by the sector led by Moro.
The situation escalated a month later, when Burgos convened a plenary session of the CGT to review the regulations and Moro claimed not only that she had not been consulted, but also reported having received threats from Burgos because they did not agree on the date. and she asked for “time to analyze the reforms.” It was the opportunity for the unions that support Moro to claim that “Burgos does not respect the binomial and does not allow the participation of this sector in decision-making.”
The head of ATSA denied those facts. “We are two lines that have agreed on the reorganization of the CGT. They are 16 colleagues who make up the Blue and White line and we are 38. The 38 of us asked me for the plenary session and she also asked for it in a journalistic note where she agreed with the self-convened ones,” she said at the time.
