After the long road that the project took and that led to a text that had sufficient consensus to be approved in the Chamber of Deputies, the Government now faces the negotiations for the Base Law in the Senate, where the context is more adverse for the ruling party.

According to what parliamentary sources confirmed to Infobaethe reforms promoted by the Executive Branch will begin to be discussed in the corresponding commissions next Tuesday and the objective is that by Thursday there will already be a ruling.

On the one hand, in the morning the tax package in the Budget and Finance Commission, while in the afternoon a plenary session will be formed that will also include Constitutional Affairs and General Legislation, to analyze the Base Law.

In the Upper House, the initiative does not have as much prior support from the opposition as in the Deputies and the vote, in principle, it would be more of a fight. To face this situation, the Government decided that it would begin with at least 34 votes against: all the members of what was Unión por la Patria (the Citizen Unity and National and Popular Front blocs) and the radical and leader of Evolución , Martin Lousteau. Although this was not confirmed by the former Minister of Economy, Casa Rosada prefers to count it as a negative vote.

The intention of the national authorities and the representatives of La Libertad Avanza in the Senate is to try to convince some of those legislators to change their position before the texts are debated in an ordinary session.

If the ruling party obtains the ruling on Thursday, only seven days later – by regulation – could the treatment be called at the facility, so only on May 16 The final stage of the parliamentary process would begin, if nothing unforeseen occurs.

Any change on the projects that obtained half a sanction in Deputies, whether the modification of an article or the direct elimination of any of them, It would imply that the initiative returns to the House of origin, something that the Executive Branch wants to avoid.

President Javier Milei seeks to have the reforms approved by Congress before the May Pact, but some points that continue to be questioned by a “dialogue” sector of the opposition, such as Profit restitution or tobacco taxthreaten to demolish those expectations.

In this framework, in Balcarce 50 they emphasize that the position taken by those senators who respond to the Peronist governors who have already expressed themselves in favor of the law will be fundamental at the time of the vote, such as Osvaldo Jaldofrom Tucumán, and Raul Jalilfrom Catamarca.

In fact, last Thursday the Minister of the Interior, Guillermo Francos, received the first of them at the Casa Rosada to talk “about the need to move forward with the modernization of the airport” in his province, “the implementation of the SUBE card and the problems linked to lemon production.

Prior to that meeting, the Tucumán president published an extensive message on his X account in which he assured that he supported “the institutional political position” of his Catamarca counterpart and asked the opposition to “be responsible” and “work together with the National government”.

“From the provinces we seek to generate spaces that can improve the governance of the country and that these actions benefit each of the Argentine provinces. These are times to leave personal and political differences to help move the Homeland forward,” he added.

For his part, Jalil met last Tuesday with the Minister of Economy of the Nation, Luis “Toto” Caputoand after that, in radical statements, the Peronist leader affirmed that “the Senate’s endorsement of the ruling party’s reforms is very important.”

In dialogue with this medium, sources close to the parliamentary negotiations highlighted “the political generosity” of the president of Catamarca, whom they described as “a person who thinks about the good of the country and not his own.”

However, the governor’s claim has already been rejected by the senator from his province. Lucia Corpacciwho anticipated its probable rejection to the projects, although he clarified that he will finish defining his vote “after the project enters” the Chamber and he can read it in depth.

In the ruling party, however, they trust that the Peronist from Catamarca Guillermo Andradaof the National and Popular Front, does support the initiatives, as does Sandra Mariela Mendoza from Tucumán, who although she does not respond to Jaldo, does not follow her colleague on the bench either. Juan Manzurone of the toughest opponents of Milei’s management.

Time is short and the national authorities have exactly three weeks left until May 25, the date on which the signing of the pact is scheduled to take place to which, as the President himself anticipated, all those governors who have supported the Base Law and the fiscal package.
