But the large amount of money that was going to be allocated to the emergency that the government declared in La Guajira was managed by the National Risk Management Unit and we all already know the results.

ENS: After all, none of the tankers that are involved in this entire corruption scandal in the high government have served to deliver a drop of water?

AD: The problem is that the tank trucks were purchased to supply water in Alta Guajira and it is impossible for those tank trucks to enter those territories. They are tank trucks that weigh more than 20 tons and cannot travel on those trails. So, the emergency that is occurring in that territory or, rather, the normality of the territory, which is that it does not have water like we can have in other parts of the country because it is a desert, simply cannot be avoided with those cars.

The issue of bicycles

ENS: What feeling does it give you to see the inhabitants of La Guajira receive bicycles with gallons of water from the President of the Republic?

AD: I am critical of the government, but I understand that those gallons or those bicycles were not delivered by the government, but by some foundation. But it did seem to me that the president and his communications team failed greatly by hanging a few gallons of water on those bicycles.

Post a photo delivering that as if that were the solution to the problems we have, because it simply was not correct.

ENS: How do you see the private company program to support the solution to the water problem in many Wayuu communities?

AD: I have to point out that the private company has been doing very interesting work and has been coordinating it with local institutions, with the Government, with Esepgua, which is the water company, and that means that the programs have solid bases on consolidated projects in communities that have been identified as needing these solutions.

I think that this plan is going to be very successful because the success of these programs lies in the coordination with those who have been working in the area, something that the National Risk Management Unit did not do, because it simply arrived and began to carry out acts that, as we see today are framed in acts of corruption.

ENS: Given everything that has happened, with the declaration of emergency in La Guajira that fell, with the decrees that collapsed and with this scandal in which a lot of money that was going to the inhabitants of the department went, what can be done now?

AD: Organize and become the great works that Alta Guajira needs. When we talk about the problems of La Guajira, we believe that it is the entire department that lives the same as the inhabitants of Alta Guajira live and that is not the case.

In Alta Guajira we need to build a road. If we don’t build that road there will never be a solution to those problems. We need to connect that area to the country and that is what the Government has not understood.

With subsidies and humanitarian aid they have come to Alta Guajira all their lives and it remains the same. If we do not provide a different alternative for different solutions, things simply will not change.

I believe that the Government must learn from the experience and begin to coordinate efforts even more, just as the Minister of Housing, Catalina Velasco, has done with the local authorities and in that way, move forward with all the plans it has for our department.
