On the same day of the strike and mobilization of Santa Fe teachers, the provincial government announced the decree by which the “plan to encourage attendance of teaching staff in the public educational system” is implemented, or better known as Perfect Assistance. which had been announced in mid-April.

This is Decree No. 586, dated May 7, by which Governor Maximiliano Pullaro approves this incentive “as a special non-remunerative and non-rewardable assignment for teachers with effective performance in positions or teaching hours,” according to the article 1.

Private teaching is not included in the regulations, to which the plan will be extended. This was announced by the Minister of Education, José Goity, last Monday when advancing the discount of days for teachers who went on strike. The Ministry of Education said in this regard that “the file is already done” to incorporate private teaching into the decree.

Article 2 of the regulations says that the incentive will be applicable from April 16 and for a period of one year, and point 3 cites the compendium of annexes (which at the moment are not public knowledge), in relation to What cases would be excluded from collecting the benefit.

It is worth remembering that the provincial government announced the “prize” for perfect attendance in the classroom and at school, as well as for those who are absent only once a month. The methodology will be to grant a monetary “extra” that will be added to what they receive in salary and will be paid once a month, plus another incentive per quarter. Immediately, a controversy arose with the teaching unions who consider it “presenteeism”, an issue that muddied the field of the last joint meeting and added discomfort to the new conflict.

Basics

The decree has in its first pages, a broad argumentative development of the decision, based both on laws and on theoretical quotes. One of the first regulations mentioned is the National Education Law No. 26,206, which says that “education and knowledge are a public good and a personal and social right.” It also refers to Law No. 26,061 (Comprehensive Protection of the Rights of Girls, Boys and Adolescents), so it is up to the State to “create, promote and manage the necessary conditions so that those constitutional rights are expressly recognized for girls. , children and adolescents”.

In this context, it is indicated that it is the Government of the province, through the Ministry of Education, “that must develop all the necessary pedagogical strategies and resources to respond to comprehensive and inclusive literacy.”

Pedagogical continuity

Likewise, it highlights the importance of pedagogical continuity that “becomes relevant to sustain learning since, for it to occur, a sustained meeting between students and teachers is necessary.”

On the other hand, the decree indicates that international studies show the negative impact of absenteeism on the educational process. “…10 additional days of teacher absence reduce fourth-grade students’ mathematics achievement by 3.2% of a standard deviation, differentiating unexpected from anticipated absences,” the text maintains, citing Miller, Murnane & Willett (2008).

It also mentions teacher absenteeism, and says that the first report prepared by the Ministry of Education of the Province of Santa Fe (February 2024), shows the year 2023 with a level of 25.6%, five times above the international average. (5% standardized data, UN 2015), detecting a growth of 10% compared to the last four years (2019-2023). And it warns of a fact that had already been reported: that the projected replacement payments for school personnel for this year are $250,000 million.
