For this reason, he emphasized that it is necessary establish an agreement between the National Government, the Government of Magdalena and the municipalities around the Agrarian Reform through “a departmental and municipal peasant committee so that through the National Land Agency a massive land purchase program can be carried out that implies that The large landowners of the region, of extensive livestock farms, of fertile lands, are seduced into selling them.”
