This is the initiative presented by Governor Rolando Figueroa on March 1 before the Legislature.

Last night, the Neuquén Legislature sanctioned Law 3438 on Human Talent-Health Residences, after approving in particular the bill presented on March 1 by Governor Rolando Figueroa. This is the initiative that will regulate the strategic training of health professionals and sets criteria for access, permanence and graduation, determining incentives for establishment by geographical location, criticality and specialty, among other points.

Previously, the rule was approved by a majority and in general, with 26 positive votes contributed by DC-Comunidad, Avanzar, JxC UCR, Neuquén Federal, Hacemos Neuquén, MPN, PRO-NCN, Cumplir, Arriba Neuquén and deputies Darío Peralta and Darío Martínez, from UxP.

It defines the Provincial Health Team Residence System as the “set of training centers in the territory of Neuquén, whose openings have been approved by administrative act and comply with the accreditation processes determined by the application authority.”

While the residency itself is conceived as “comprehensive postgraduate training in service, whose objective is to complement the university training of professionals, practicing responsible and effective performance in the specialties that make up the health team. This type of intensive, paid, on-the-job training is characterized by increasing care responsibilities and under supervision, through the performance of management, programmed academic, care and non-care activities.

The Human Talent-Health Residences proposal is one of the three bills presented by the governor this year at the opening of legislative sessions to strengthen the Neuquén Health System. Added to this is the current Health Emergency Law and the active search for doctors to join the province’s hospitals.
