Julián Angelucci from Piquen is the president of the CC-Ari Pampeana and was one of those in charge of preparing the report “Not using the poor: the management of social organizations of the Potenciar Trabajo Program and food policies in La Pampa”, which presented the investigation it carried out with information from the Ministry of Human Capital of the Nation on the number of social plans in the province, the organizations that administered them, the details of food shipping and handling by the National Government and the linked canteens to the social organizations that managed them.
Julián, in dialogue with INFOPICO RADIO 99.9, said that “It is a report that we have been working on for several months and it is a topic that we follow from the Civic Coalition at the national level, but we also try to take a look at it from a local perspective and understand how the management of a million-dollar program was, in terms of transfers of funds. resources to people and organizations, which was reflected at the local level”.
Some data: “In January of this year, 2,888 people in the province received the Empower Work, and the question is who administered that program? Because it was mediated by the organizations and also by the State.. And there was a great discussion, when the national government began to audit the management of the plans, of how many worked for the State, and from the requests for access to public information we have been able to determine which organizations managed the plans and how many the province : 409 people depended on their Boost benefit from the provincial government, and this is a very important number because they were distributed throughout the province and we know, from experiences in other places, that the majority of the beneficiaries of the Empower Work carried out tasks or services of a municipal nature, such as sweeping, maintenance, cleaning, for example. 13 hours a week in exchange for half a minimum-vital and mobile wage. Now the question remains as to what tasks those 409 people performed and compensated for the government of La Pampa and the question also remains as to what the social organizations did with these people who were intermediaries in the plan.”
“The government of La Pampa is going to have to report what tasks those more than 400 people carried out,” Angelucci argued and highlighted that the rest of the beneficiaries were organized by social movements such as “the Evita Movement, the CTEP, La current Clasista y Combativa and Barrio de Pie, which concentrated more than half of the beneficiaries in their productive, management, etc. units. We have an important account that has to do with the amount of public investment that the national State put into employability programs, and we are talking about 13 million dollars in the last four years to assist the people who need it most and that no one It calls into question the social and food policy that is necessary in times like the ones we are experiencing. But the question remains what was done with it,” Angelucci emphasized.
“The organizations concentrated these benefits, but they also managed 140 tons of food that was received only in 2023, through their canteens and picnic areas that we also identified in the different locations,” he stated..
In General Pico, in January 2024, “there were 619 beneficiaries of the Potenciar program and 57 depended on the provincial government. It is a number that decreased because the economic benefit was reduced in terms of inflation, and that caused the program to begin to be reduced in quantity and the amount was frozen. We ended up having, in Pico, 950 beneficiaries of Potenciar.”
Angelucci asserted that “We are writing this report because we are at a time of discussion in the province of a law promoted by the government, which is the creation of an extraordinary food fund, so this deserves to be discussed, which is the way in which food is going to be distributed and “Who’s going to do it?”
