The social neighborhood in Cali already has the bases of a Public Policy that will be its north in terms of rights and responsibilities of the soccer fan.

In the second work table of this 2024, between the Mayor’s Office of Cali and the members of the city’s inter-institutional barrismo table, a presentation was made of the institutional offers and programs that contribute to the needs of barristas and soccer fan groups. .

The Secretariat of Peace and Citizen Culture leads the dialogue exercise with the city’s soccer organizations and groups, complying with the decree creating the local consultation table for social neighborhoodism in the district of Santiago de Cali, providing an environment for that the organizations that are part of the table provide their services comprehensively in the exercise of identifying the primary needs of the barristas and the groups.

The ministries of Security and Justice, Culture, Education, Health, Economic Development, Sports and entities such as the Ombudsman’s Office and the Metropolitan Police participated in this second session.

“It has been a dynamic and comprehensive exercise where we have recognized ourselves and taken note of work routes to begin to develop public policy on this issue. Colombia has the Ten-Year Football Plan, but Cali is the pioneer city in the construction of a social neighborhood policy aligned with this plan. This is a long-term issue, of possible tensions and for this reason it is essential to have a serious and concrete framework for action that is already being given in a clear and precise manner,” added Alirio Amaya, fan defender of the Ombudsman’s Office.

One of the presentations of municipal services that most attracted the attention of the barristas and soccer fan groups was that of the Secretariat of Economic Development. “We have two lines with which we can contribute to the construction of public policy on neighborhoodism in Cali. They are employability and entrepreneurship. We provide advice and training for business ideas and seed capital. We also have the employability route; “There we have an offer of 100,000 jobs where they could apply to get a first job,” commented Karol Ovando, from the Secretariat of Economic Development and representative of the entity at the working table.

Leandro Benítez, from the Barón Rojo Sur bar, highlighted the importance of this inter-institutional dialogue. “This way we will be able to address the needs that our young people have in the different communities of the city. All offers are necessary and welcome. What we require are opportunities for progress and that is what we can achieve.”he added.

For his part, Julián Barón, from the Frente Radical Verde y Blanco bar, also emphasized the need for a public policy that improves the quality of life of fans. “This way we can lower the violence indicators by generating opportunities for study, personal improvement, jobs and support for entrepreneurship. The importance lies in the fact that public policy ensures that these efforts are sustainable over time,” he claimed.

Sasha Tafur, leader of the social neighborhood project at the Secretariat of Peace and Citizen Culture, pointed out that “Cali is a soccer city in essence and has dynamics of violence around this issue. Public policy allows us to address this need from a proactive point of view to resolve the social problems that barristas present in the city.”

The inter-institutional working groups of the public social neighborhood policy will continue on a monthly basis with their meetings and progress in the purpose of its construction and approval.
