Havana, June 10 (RHC) The design of an action protocol for the detection, information and transfer of people with wandering behavior is among the most innovative elements incorporated into the update of the policy approved in 2014 on care for this sector vulnerable population.

As revealed in the last session of the Council of Ministers, it was indicated that the provinces that do not have a Social Protection Center must evaluate the relevance of its creation, even if they have activated multidisciplinary teams from Health institutions. Among these territories are Isla de la Juventud, Mayabeque, Artemisa, Cienfuegos, Sancti Spíritus and Guantánamo, because in Las Tunas, a new center is currently being established.

With respect to the nine existing Social Protection centers, it was specified that people are clinically evaluated, and their problems are attended to, with the aim of reintegrating them with their families, since these facilities are not for them to live there for years. In the case of people who are alone and are the responsibility of the State, there is a procedure to protect them.

The update of the legislation includes the indication to refer minors who are detected wandering to the nearest educational or health center, to certify their state of health, provide the care required and inform the corresponding authorities.

As for those under 60 years of age, without an address to which to return, they must be facilitated access to health rehabilitation for alcohol dependence and other addictions, job offers or training courses, and the assignment of temporary living facilities, a transit home, delivery of housing or the approval of a subsidy for its repair or construction, detailed the Minister of Labor and Social Security, Marta Elena Feitó Cabrera.
