The progress to enhance the productive activity of Río Negro is reflected in the promulgation of Law No. 5,604. This initiative, promoted by users of the sport fishing resource and the Minister of Economic and Productive Development, Carlos Banacloy, began in 2022 with the objective of establishing a legal framework that protects the activity in the jurisdictional waters of the province.

Also, it responds to the demand of various areas of shared jurisdiction, such as the Middle Limay River and its reservoirs, where the lack of prior regulation generated inconveniences for the proper management of natural resources.

In this context, work began under the supervision of the Undersecretary of Fisheries, Jessica Ressler, in collaboration with Juan Pablo Muena, who at that time was a legislator and currently serves as Minister of Human Development, Sports and Culture of Río Negro.

The objective was to promulgate the corresponding Law towards the end of the same year. Subsequently, with a joint effort, the pertinent regulations were carried out with the support of the Ministry’s legal and technical team, led by Julieta Montanari.

“The province had a significant debt with its fishing guides. This Law and its regulations will allow us to develop a tourism project linked to sustainable sport fishing, because we must look at the issue, from all sides, what it means for the tourism provider, the care of the resource and the development. of destiny,” said Banacloy.

It is important to highlight the joint work that equates the legal and tourist conditions with the rest of Patagonia. This provides legal support for fishing guides to work within the formal framework, while positioning sport fishing on the map of tourism promotion both nationally and internationally.

This action occurs within one of the objectives of the Ministry that has to do with updating and/or modifications in the legislation of all provincial productive areas.

In addition, a series of requirements are established that will be published for those interested in serving as guides in this activity. To register in the Provincial Registry of Sport Fishing Guides, the interested party must meet a series of criteria, which include being of legal age, having resided in the province for at least two years, having completed secondary school, and having completed and passed the training and training courses issued by the corresponding authority.
