The Ministry of the Cuban Armed Forces (Minfar) defined it as a protocol visit. He stated in a statement that this is a “historical practice” between countries with “relations of friendship and collaboration.” The Russian embassy in Havana spoke of “one more example of Russian-Cuban friendship.”

The Minfar stated, anticipating doubts, that “none of the ships are carrying nuclear weapons” and stressed that the scale “does not represent a threat to the region.”
