Cuban expert addresses presence of Russian ships in Cuba › World › Granma

— Is this (October Crisis) a valid reference for what is currently happening?

Relating this news to something that happened in October 1962 is as inappropriate as assuming that every time a US naval group moves through Southeast Asia, alarm bells should sound in Hiroshima and Nagasaki.

Today there is no Union of Soviet Socialist Republics, nor the so-called socialist camp, NATO failed to fulfill all the promises it made since the disappearance of both not to expand towards the East, creating enormous strategic risks.

The installation of defensive rocket systems in Cuba at that time occurred immediately after a military invasion organized by the United States against the Island (Playa Girón). The Cuban government was always in favor of making such an initiative public, the Soviet authorities were opposed and the rest of the story is known.

Today Cuba and the United States have formal diplomatic relations and, therefore, various channels to discuss these and other even more sensitive issues. We are talking about three naval assets (a submarine, a tanker and a tugboat) that come to a Cuban port in a region where the United States has 80 military bases and many other means of domination. Cuba has sovereignly disclosed the information, with adequate time in advance.

In recent years we have received naval detachments from Canada, France, Spain, the United Kingdom, Japan, Holland, Mexico, Guatemala, Brazil, Jamaica, China and Russia on friendly and cooperative visits. Most of them have not deserved the attention of the international press. In fact, the arrival to Cuba, on June 14, of a Royal Canadian Navy ship, HMCS Margaret Brooke, has already been announced. So far the Canadians have not deserved headlines.

On July 5, 2023, Cuba denounced the presence of a US nuclear submarine within the perimeter of the Naval Base located in the illegally occupied territory in Guantánamo, Cuba. Few media outlets in countries that consider themselves allies of the United States considered our concerns as news.

Therefore, we must place each fact in its context and evaluate them objectively.

To what extent should we be concerned about the current situation?

If the question refers to the particular fact of the visit, we reiterate what was said before, in the sense that it should not have an impact beyond the Cuba-Russia bilateral friendly plane.

Now, if we refer to the current situation in the most general context, we have many things to worry about. The genocide against Palestine does not stop and the international community is not capable of articulating a coherent response to stop the massacre.

NATO insists on the search for a military solution in Ukraine, with the sole objective of satisfying the large arms producers. The countries that have the largest reserves of the most coveted minerals are those that have the least development and are victims of constant destabilization plans.

Humanity as a whole has not drawn the main experiences from the fight against COVID19 and is not preparing for upcoming events, while biological laboratories financed by military institutions proliferate around the world.

A fourth industrial revolution is taking place that will create more distance between the most developed countries and those that have been spurred on time and again to guarantee the well-being of the former.

There are many reasons to worry and to see the concept of peace every day as an objective to be achieved and not as a shared achievement.

What are the potential consequences, what are the immediate real impacts, and the threats to take into account, even if they have not yet occurred?

The issue that concerns you will not have any other repercussions beyond the end of the visit to Cuba. If anything, it will remain in history as another opportunity to draw attention to Cuban issues in a negative sense and in the process foster anti-Russian sentiments.

Curiously, the press is very active in dealing with certain issues, but rarely does it look back on what has already been said and does not reflect on whether it was attached to the truth or not. Only in recent years has there been unlimited speculation about alleged attacks on the health of foreign diplomats based in Havana, about Cuba’s alleged military presence in Venezuela. There has been talk again and again about alleged Chinese spy stations on the Island and now a “concern” arises about the visit of three naval assets.

There is no information about Cuba’s inexplicable permanence on the list of countries that supposedly sponsor terrorism, prepared by the State Department, and the impacts that this entails for its economy.

It is not said that Cuba is one of the countries that has contributed the most to peace, not only in Colombia, but throughout the continent. It is not said that Cuba is the only country that has organized two summits of the Non-Aligned Movement (1979, 2006) and two South or G77 plus China summits (2000, 2023), which implies great support from the community international.
