According to the Fourth Administrative Court of Armenia, Ríos Morales must pay a fine of 25 minimum monthly salaries.

For failing to comply with the agreement to relocate street vendors from the streets and platforms of the city, the former mayor of Armenia, Juan Manuel Ríos Morales, was sanctioned with a fine equivalent to 25 minimum monthly salaries.

The measure was established by the Fourth Administrative Judge of the Armenian Circuit, who at the same time ordered that the monetary penalty must be paid to the Fund for the Defense of Collective Rights and Interests.

This decision arises from a contempt by Ríos Morales, by not complying with a popular action filed where he asked to free the streets from street vending but at the same time guarantee the legitimate right to work.

The ruling stated that Ríos Morales, when he was at the head of the municipal administration, omitted the implementation of articulated activities, “there was no serious plan for the recovery of public space.”
