The Superior Court of Justice continues in the technical analysis stage how to adapt to the regionalization of the Executive Branch of Neuquén. He maintains the idea of doing it by law, while Rolando Figueroa ordered it by decree.
The Planning area of the Judicial Branch is responsible for carrying out a survey of technical and operational needs to migrate from the current organization of five judicial districts to seven regions.
With the bureaucratic change, some localities will no longer depend on main cities. The most significant cases are the Vaca Muerta region, which will have a certain autonomy: Rincón de los Sauces, Añelo and San Patricio del Chañar have terminals in Neuquén capital, and will enjoy a certain independence.
Another case is the Limay Medio region: Piedra del Águila will no longer depend on Junín de los Andes; and Picún Leufú and El Chocón will not do so from Cutral Co.
What is less talked about is the remodeling of the public defender’s office, civil, commercial, labor and family justice.
In the medium term, this reorganization will have an impact on the Judicial Council: The calls for competitions to fill vacancies must contemplate the new headquarters, according to the demands of the Superior Court.
The agreement between the government and the prosecution
Meanwhile, the signing of the agreement between Governor Rolando Figueroa and Attorney General José Gerez was one more step towards the implementation of regionalization in the Public Prosecutor’s Office, while questions remain about the results that this policy will bring in the short and medium term.
The publicized Vaca Muerta region already has a chief prosecutor assigned: it will be Mauricio Zabala, who will retain the leadership of Robbery, Theft and Generic Action of the Confluencia region. The prosecutor of Rincón de los Sauces, Rocío Rivero, currently under the orbit of Pablo Vignaroli, will depend on him; the future prosecutor of the case to be appointed in Añelo, and the future legal assistant who will serve in San Patricio del Chañar.
The signing of the agreement had some overreach. It was not understood why Gerez was accompanied to the Government House for the photo by all the chief prosecutors and a good part of the officials who work on the third floor of the building he occupies in the Judicial City.
As part of the agreement, it was agreed “to form Regional Security Councils in each Region, which will have the function of promoting the planning, coordination, execution and monitoring of public policies related to citizen security.”
Crime statistics
The Public Prosecutor’s Office has statistics on the behavior of crime in each region of the province. In the case of Vaca Muerta, represents only 4.7% of the total volume of cases that enter the criminal system.
In the case of Añelo, where a prosecutor will be assigned to the case, The most reported crime is simple theft. That is, the theft of a thing without using violence. It is surely a very annoying fact for those who suffer from it, but the best way to resolve it is with more police prevention. This is followed by simple robbery, which has a charge of low-intensity violence. And then come damage to a movable thing, fraud, simple threats and minor injuries. Rincón de los Sauces and San Patricio del Chañar have very similar indicators.
At the other extreme, the city of Neuquén with its almost 60,000 incidents reported per year, also has robberies, thefts, damages and scams as the most frequent crimes. These are facts that police prevention should take more care of.
