The Chamber of Deputies asked the Executive Branch to “evaluate the possibility of negotiating with the Nation to guarantee that the port of the city of Santa Fe is included in the public bidding document for dredging, beaconing of the Trunk Navigable Way ( VNT) of the Paraguay-Paraná Waterway including the access channel to the Port of Santa Fe.” The declaration was voted unanimously at the request of an initiative by the radical Ximena García that had slight changes in the wording. The Justicialist interblock of Juntos Avancemos, at the venue, at the request of Celia Arena, asked to add their signatures to the project. Meanwhile, from the Broad Front for Sovereignty they urged that the province join the planning so that “it is not thought of from the outside, but from within.”

“The call for a private international tender by the National Government to concession the dredging and beaconing of the Paraná – Paraguay Waterway is a favorable opportunity for the Province of Santa Fe, and for its port system in particular, to motorize this trunk navigable waterway. and trace a path of predictability for the coming years,” said García at the venue. He stressed that “a tender of these characteristics is a very important decision due to the impact on the productive development it has for the province in general, and for each port that is part of the Hidrovía river front in particular.”

For the legislator, when preparing the specifications, there is no doubt that “the province of Santa Fe must be sitting at the discussion table due to the geographical and commercial relevance of its 849 km of river front within it. , and having a comprehensive view on the part of the national government in the inclusion of the different ports of the province.”

He then highlighted that the capital city has a geostrategic positioning that makes it a key player within the Waterway, forming part of the central bi-oceanic corridor and whose port, which has refunctionalized its operation, can be the exit route for many regional economies. “Currently, there is almost no internal trade within the Waterway, and it has been proven that having a functioning merchant navy would impact a reduction in transportation costs and this would decongest truck routes on long stretches. In particular, interest is focused on “in which said bidding document includes the city of Santa Fe, in order to keep the Port of the provincial capital operational and provide it with economic competitiveness.”

Thus he pointed out that “the dredging, marking and signaling of the Waterway in the section that goes from the city of Santa Fe to the north of the province requires to be included in a tender that will set the course of the river highway for the coming years. The opportunities for the port development of the city of Santa Fe are seen in the fact that, on the one hand, regional economies close to the provincial capital can be enhanced through efficiency in relation to transportation costs, and on the other hand, On the other hand, because the port hub of Gran Rosario condenses the flow of agro-industrial exports from the province, giving the port system of our province the possibility of growing by bringing products from the regional economy to the world and providing greater dynamism to other ports, with the positive impact on productive, commercial and economic development that this brings.

García noted that “the objective of having a comprehensive view of the Province has to be founded on consensus and dialogue, articulating criteria between the provincial government, the national government and the private sector, in the search for said tender to take into account all the ports of the province, without excluding any, in order to take advantage of the potential they have, and understanding that development must be thought of and approached in a comprehensive and strategic way.” He highlighted the possibility that, through greater dredging from Santa Fe, the Córdoba peanut cluster and Córdoba auto parts companies could operate, which would have a lower logistical cost to reach Brazil, for example.

Treaty

On the other hand, Ximena García introduced a project – addressed to commissions – asking the Executive to promote the formalization of an integration treaty for the formation of the coastal river port region together with the provinces of Entre Ríos, Chaco, Corrientes, Formosa and Misiones . The objective is to promote interconnection between the different ports of the signatory provinces and strive for adequate operating and navigability conditions.

Agreements

The Agreements Commission headed by Senator Raúl Gramajo heard testimonies from some of the denouncers of the actions of the San Justo prosecutor, Guillermo Persello, whose conduct is being analyzed by said commission. The process is in its first steps since it still remains for the body to also hear the witnesses proposed by the prosecutor himself.

Agreements will meet again on Wednesday to interview the candidates for principal and deputy prosecutors for Rosario who must be considered in the Legislative Assembly next Thursday.
