The extraordinary joint session, in which the regional governor Gilmer Horna is also expected to be present, will take place on June 25, 2024 at 10:00 a.m., in the Francisco Bolognesi room of the Legislative Palace. The objective, according to the official letter, is to monitor the actions by the competent entities in the “prevention, attention and punishment of cases of sexual violence committed by teachers of educational institutions against indigenous children and adolescents in the province of Condorcanqui”.

“For this reason, I ask you to attend the extraordinary joint session in person so that, for a maximum of 7 minutes, you can report on it,” reads the document sent to the high authorities.

In dialogue with Infobae Peru, The head of the Child Protection Commission, Nieves Limachi, demanded that Parliament not stand idly by in the face of the complaint of more than 500 abused girls. “It is crucial that Congress take immediate action. We cannot allow one more day for our children to continue being victims of sexual violence, without the State taking effective measures for their protection, therefore, we will demand concrete results from the corresponding authorities,” she mentioned.

Faced with this, he justified the call in order to find concrete and urgent solutions. “It is time for the State to act in a coordinated and effective manner to eradicate this violence and guarantee a safe environment for our minors,” he stated.

As recalled, on Thursday, May 30, Rosemary Pioc, professor and president of the Awajún Women’s Council, reported that between 2010 and 2024, 524 formal accusations have been registered against teachers for sexual assaults on students.

Of these complaints, 519 correspond to contracted teachers and 5 to appointed ones. To date, the resolutions have resulted in 112 dismissals, 4 dismissals, 82 acquittals, 61 cases in which administrative disciplinary proceedings were not established, 194 statutes of limitations and 71 pending cases.

In addition, from 2012 to 2024, 41 cases of sexual harassment have been identified in UGEL Condorcanqui student residences by personnel hired under the CAS modality. Of these, 28 professionals have been preventively separated, 13 cases are in the process of being referred to the Public Ministry and one case has been sanctioned.

In this regard, the head of Minedu, Morgan Quero, announced that the teachers reported by sexual violation to students who belong to the Condorcanqui Local Educational Management Unit (UGEL), in Amazonwill be “blocked” in the Human Resources systems of the Education sector to prevent them from being hired or appointed.

To do this, the portfolio manages a transfer of approximately 4 million soles. Of these funds, 1.17 million soles will be used to improve educational services in the province of Condorcanqui, they announced. They added that the distribution will be as follows: S/ 395 thousand 165 for the UGEL CondorcanquiS/ 387 thousand 353 for the UGEL Intercultural Bilingual Río Santiago and S/ 383 thousand 643 for the UGEL Intercultural Bilingual Cenepa.
