The Secretary of the Government of Neiva, José Ferney Ducuara, attended a political control debate on citizen insecurity and asked that all those who are part of the judicial apparatus in Colombia be also invited to a control debate because, according to his perspective, responsibility is shared.
Responding to a summons for a political control debate, the Secretary of the Government of Neiva, José Ferney Ducuara, and as a guest the Metropolitan Police, attended a session of the Neiva Council to deliver a report on citizen security.
The Council of Neiva and the citizens are concerned about the high perception of insecurity, thefts, homicides, extortions and the 17 terrorist acts that have been committed against the commercial sector this year, of which 15 alleged perpetrators have already been captured.
During his speech, the Secretary of Government accepted that the administration is also “concerned” about insecurity, but asked that they evaluate aspects such as: the short time that the current government has been in charge of the administration, “we are barely going to complete six months.” , said. Likewise, he stated that they received “a city full of problems,” he said, “with empowered crime.”
He then highlighted the controls led by Mayor German Casagua himself. But he said that ultimately it is the judges of the Republic who make the decisions that correspond by law, after the capture and so on in the operational part.
In this way, the official went against several decisions of the judges of the Republic, criticized some ‘moles’ of the entire judicial system, highlighted the prison crisis and other problems that the country has been facing for years.
“Are they. Ultimately, it is the judges of the Republic who make these decisions as it is: today there are 967 people under house arrest, and is it the responsibility of the secretary? Is it the responsibility of the secretary that a judge of the Republic has released a criminal who was caught arriving in Neiva with three explosive devices and who was going to launch them in Neiva and who was captured thanks to information from a human source? he questioned.
He also brought up the two members allegedly of an insurgent group who were in a taxi handing out pamphlets, who were captured and also “the judge sets them free.”
He explained that the jurisdiction lies with the Prosecutor’s Office and the Police, so it would be convenient “to leave a precedent” for them to also be invited to the control debates, as well as the Army and the Judicial Branch in general, Inpec, Colombian Migration, UNP, Directorate National Intelligence, among others; “To all of us who have co-responsibilities in a system,” he emphasized.
He stressed that the wave of insecurity is experienced throughout the country and that in that sense, it is not an exclusive issue of the Opita capital.
The official also brought up the 4.5 tons of marijuana that were seized over the weekend and said that Neiva no longer has microtrafficking but rather drug trafficking.
The zero deaths until Saturday within the framework of San Juan and San Pedro and the air control that is available, plus the manpower, were other aspects that Ducuara highlighted as great achievements.
The summons to the debate was made by councilors Héctor Camilo Perdomo Arenas, Juan Sebastián Prieto Pérez, Luis Alejandro Serna Serna and Roberto Escobar Beltrán.
