The Constituent Convention of La Rioja continues its work on the reform of the provincial Magna Cartawith most of the points contemplated in the Partial Reform Law No. 10,609 already approved. On June 26, a special session will be held that will allow progress in the incorporation of more rights for all Rioja residents..

During the last weeks, The Constituent Convention concluded the debate in commissions, where the opinions approved by majority and minority were prepared. In the next session, the remaining points of the reform will be discussed, which cover the functions of the State in the Legislative, Executive, Judicial and Municipal spheres. After this discussion, the text will be corrected and final drafted, which will be submitted to the Constituent Convention for its final approval.

In the last session, Several key articles related to the social matrix were approved. These include the principle of equality and non-discrimination, the constitutional rights of access to water, energy and connectivity, fourth generation rights and the environmental perspective regarding access to natural goods.. These points are found in chapters 2, 3, 4 and 5 of the current constitutional text. The inclusion of these articles reflects the State’s commitment to guarantee access to essential services, without invalidating private actions, and to promote the general well-being of the Rioja population.

Moving towards the final stage of a process that began a year ago, the Constituent Convention has an established deadline to conclude its work on July 24. The general text of the Constitution is expected to be approved by the second Thursday of July. Subsequently, The text will be published, and the constituent conventions together with the constituted authorities must swear the new Constitution.

The validity of the new constitutional text will begin upon its publication in the Official Gazette, marking the beginning of a new era for La Rioja. This reform is a significant step towards modernizing and strengthening rights and services for citizens, consolidating the province’s commitment to well-being and social equity.

How the provincial reform is progressing

During the 10th Session of the Constituent Convention of the province of La Rioja, gender equality was ensured as a chapter in the Constitution, with the aim of achieving political parity and eliminating the structural barriers that prevent women from accessing elective and institutional positions within the provincial State. In this way, it seeks to guarantee the participation of women and minorities in the political life of the province.

Furthermore, this reform includes, as central points of the project, the constitutional consecration of the rights to water, energy and connectivity.

Days ago, Governor Ricardo Quintela warned that the province is preparing to sanction this new Constitution and remarked:The new constitution will be sanctioned where there are essential services, which we consider to be rights of society, which will be incorporated with constitutional status, meaning that no Riojan will be able to lack the right to water, energy and connectivity, whether or not you have money. That is basic, because it is the only way for the most vulnerable sectors to have the same opportunities.“.
