The date was chosen in memory of June 27, 1978, the day on which the International Labor Organization (ILO) approved Convention No. 151, intended to expand the rights of state workers in the world. Likewise, recommendation No. 159 was proclaimed, which promoted “collective bargaining and labor relations in the public administration.”
